    The following thesis identifies the factors of students who revisited their assigned region within the "Community Development Internship Program". Through understanding these factors it is hoped that the relationship between the rural and city regions will improve. Based on the analysis of previous reports and interviews of students and local residents, it was made clear that there are 5 factors which aid the return of students.1) Overall Geographical Location 2) Local Base during the Program 3)Amount of time spent with Local Residents 4) Succession of Internship Program Managers 5) Collaboration with other Local Programs. Through the improvement of these factors the further cultivation of human resources within the rural regions is expected.

    This paper aims to clarify key points of consideration for institutional design regulations by analyzing architectural changes before and after the introduction of building height regulations. As a case study, I analyzed such changes in Shinjuku Ward, Tokyo by using building plans in outline. I found that although the ratio of open space had decreased slightly as a result of building height regulations, building height was reduced by an even greater degree; thus, it was recognized that building height regulations helped maintain a living environment. In addition, building height, site area, and building use were found to be important points of consideration for institutional design regulations.

    This paper is on the community parks in Beijing. First of all, we arranged the ordinance and integrity of the community parks. Second, based on the analysis of the system and standard of community parks as well as pattern on living district and maintenance method, we propose a clear classification pattern on community parks in Beijing. Their construction levels are arranged by this pattern. Furthermore, represent community parks for each pattern are selected and investigated in field. Their features including configuration and usage level were characterized. Based on above-mentioned results, the condition and existing problems on construction of community parks in Beijing are discussed.

    The purpose of this study is to clear actual condition and tendency of the local self-governing organization by the area kind. And it's getting the suggestion and problem related to the area management from typology. Findings are as follows; The district self-governments in Local Autonomy Law are seated in the old zone. There are district self-governments in Special Act for Municipal in the tendency of mergers smoothing. The municipal merger exceptional has forwardness in autonomy. And the Iida City was extracted as a case from typology. It's to clear that the background of the activities had (1) The activities from the old-time, (2) There is actual movement organization, (3) The seat of recognizable zone.

    This study aims to clarify the changing community structure in urban slums where experience many development activities in order to improve their living environment in Bangkok Metropolitan Area (BMA). As the result, the following were made clear. 1. Community organizations in BMA have been organized based on traditional self-help relationship with clear aims for living, 2. Structure of community organization is changing from traditional relationship to bureaucratic/systematic one through development activities, 3. Leader of community is limited to person who has richer socioeconomic attribute by advanced tasks without proper supportive system, and 4. Such gap between community leader and residents tends to be an obstacle for participation process for sustainable development activities.

    This research investigated the urban demolition policy in Germany, especially focusing on the old apartment complexes in the suburbs of three cities in what was once East Germany. The results of the investigation are as follows: (1) the demolition policy is still experimental, (2) the various alternatives that were provided as part of the demolition policy are utilized by the administration for control, (3) many of the houses being demolished are those owned by public cooperatives and have high vacancy rates, and (4) it is important to examine how the vacant lots should be used after demolition.

  • The case studies from the viewpoint of historic preservation in the central area

    The purpose of this paper is to consider the effects and the issues of the Heritage density transfer system in the city of Vancouver, British Colombia, Canada. In Japan, many historic buildings are being demolished. Japanese TDR system does not work well, because Japanese zoning is not so rigid and there are so many other building bonus systems. On the other hand, in Vancouver, they have rigid zoning, discretionary development permitting system and the effective TDR system, which has TDR bank. So, we investigate the buildings, which are registered in the TDR bank in the Vancouver city in the viewpoint of historic preservation. From the case studies of the Vancouver city, the effective factors of TDR system are the flexibility of the system, the discretion of the planning system and the rezoning system, which enable the density bonus as an incentive for the development.

    The purpose of this study is to clear the land use characteristics based on watershed analysis and deliberate historical methods of sustainable land use in Babeldaob Island in the Republic of Palau. The following three points were clarified. 1) From the perspective of 'change', comparing the location and number of villages between 1920's and 2006, thirty seven villages are still existing, twenty eight villages were disappeared and eight villages are new. 2) From the perspective of 'structure', the village type, which locates in the valley along the river, also adjacent to mangrove is typical one. Besides, the small watershed composes the fundamental structure of village. 3) From the perspective of 'function', mosaic land use, corresponding with the differences of the geological formation, and hierarchical land use in agroforest for multi-functions are identified. Therefore formation of village along the ecosystem order from upper stream to coast, and horizontal and vertical diversity of land use of village could be considered as important factors of sustainability in the island.

    This research aims to clarify the current state of the townscape policy of traditional hot spring towns. The findings are as follows: 1) We can't see so much correlation of evaluation of atmosphere in hot spring towns with spatial features in those. 2) The improvement project is much more commonly practiced than the regulation measures of the approach to the townscape in traditional hot spring towns. We can see that in some hot spring towns which own high evaluation of atmosphere, the consciousness of protecting the present townscape is also high. 3) As to the Yamanaka onsen, it is issue how to make guideline including natural and historical resources, the gesture of tourists' rambling and cultural resources.本研究は、伝統的温泉街における景観への取り組みの実態と課題を明らかにすることを目的とする。その結果、以下の3点が明らかになった。1)伝統的温泉街の雰囲気に対する評価と空間的特徴にはあまり関係がない。2)景観形成の目標像は、「自然」や「歴史」が重要な景観要素として挙げられているが、抽象的表現を用いている地域も少なくない。また、具体的な取り組みとしては、規制・誘導方策よりも整備事業によって景観形成を図る地域が多く、特に評価の高い温泉街では景観を守ろうとする意識が高いと推察される。3)山中温泉の事例研究からは、浴客や温泉文化資源等の景観要素も巻き込み、自然や歴史をどう指針・基準に落とし込むかが課題である様子が窺えた。

    Nowadays, it is necessary to improve the, 25,000 hectares, widespread densely built-up areas with old wooden housings and narrow streets, over our country for disaster mitigation. However, there is a tendency that the building stagnation occurs in the built-up areas, and the appropriate building control is essential. Kyoto City has traditional houses and ancient street views in the densely built-up areas, and also needs the maintenance by renewing the buildings to protect from massive earthquake. In this paper, we aim to analyze the actual condition of building trends and examine the variations of the capability for disaster prevention in a densely built-up area in Kyoto City. Then, we propose a policy to the deregulation of building control, considering the building trends for disaster mitigation.

    The policy of land use control for natural disaster prevention has not been sufficiently developed so far in Japan while a set of unique systems have been established in the field of flood prevention in England. The characteristics of the English systems are found in their flexible and process-oriented planning permission, comprehensive land use control combined with regulations, insurance and risk information disclosure, and indirect intervention by the central government. By clarifying these English systems as a whole, the authors try to induce policy implications to improve the Japanese disaster prevention policy utilizing land use control.

    In this paper, a flow interception location problem that explicitly considers the types of facilities is presented. We introduce facilities of two different levels of attractiveness: smaller level 1 facilities with smaller construction cost and larger level 2 facilities with larger construction cost. Level 1 facilities attract only customers who pass by facilities on their shortest path route, while level 2 facilities attract customers who can stop over facilities within given extra cost in addition to the original cost of the shortest distance. The problem is to determine the number and location of each facility under the budget constraint in order to maximize the total number of potential customers. We formulate this problem as a 0-1 integer programming problem and present some numerical examples using road network data.

    A lot of housings were constructed in suburbs in local city in order to deal with housing demand in high economic growth period in 1970's. However, those regions are faced as follows which are the depopulation, increase of the elderly persons, lowering of the regional community level, closed the stores, and son on. The aim of this study is to examination on the settlement and the removal intension of the residents from viewpoint of the life stage in the households with housing development in the suburbs.
