THE SCENIC ZONE SYSTEM HAS BEEN REGULATED IN CITY PLANNING LAW AND HAS WORKED FOR 70 YEARS. TODAY,THE ROLE OF SCENIC ZONE SYSTEM HAS BECOME MORE IMPORTANT RN THE GENERAL STRUCTURE PLANS OF PARKS AND OPEN SPACES. AND ALSO SOME PROBLEMS HAVE BECOME CLEAR. THIS PAPER PROPOSES ADDING NEW RULES TO THE SCENIC ZONE SYSTEM AS FOLLOWS. 1) TO PRESERVE EXISTING WOODS AND TO CREATE NEW GREENS AT REGULATION FIXED RATE. 2) TO MAKE THE CONSERVATION PLAN OF EACH SCENIC ZONE.

SECONDLY, BINARY LOGIT MODELS FOR THE CHOICE OF ON-STREET ILLEGAL PARKING SPACE OR OFF-STREET PARKING FACILITY ARE BUILT BY SOME JOURNEY PURPOSES USING DATA OF THIS EXPERIMENT. FINALY, THE EFFECT OF CHANGES IN ENFORCEMENT LEVEL OF SERVICE VARIABLES WHICH INCLUDE PARKING FINE, TIME UNDER RESTRAINT, ENFORCEMENT INTERVAL AND ENFORCEMENT METHOD IS EXAMINED IN THE SIMULATION. THE PURPOSE OF THIS PAPER IS TO PROPOSE A COMPUTING METHOD FOR DETERMING DESIRABLE CAPACITY OF OFF-STREET PARKING AND TO CLARIFY THE RELATION AMONG THE PARKING VOLUME, PARKING DURATION AND PARKING CAPACITY. WE ANALYZE THE CHARACTERISTICS OF PARKING CARS BEHAVIOR BY THE PLATE NUMBER SURVEY USING VTR CAMERA IN KANAZAWA URBAN AREA. THE RESULTS ARE SUMMARIZED AS FOLLOWS. FOLLOWING A PRELIMINARY ANALYSIS OF PARKING USE IN THE STUDY AREA, PARKING LOCATION CHOICE BEHAVIOR AND PARKING TIME DISTRIBUTION WERE MODELLED BY THE DISCRETE-CONTINUOUS MODEL TECHNIQUE, WHICH COULD TAKE INTO CONSIDERATION THE INTERDEPENDENCY BETWEEN THE TWO. MODEL SIMULATION INDICATED THAT WELL-ADJUSTED PARKING FARE SYSTEM COULD BALANCE PARKING DEMAND BETWEEN CENTER AND FRINGE PARKING FACILITIES, AND IMPROVE TOTAL PARKING USE SITUATION, SUCH AS THE AVERAGE OF WAITING TIME AND PARKING USERS' UTILITY.

ELECTRIC THREE-WHEELED VEHICLES COULD PROMOTE THE MOBILITIY OF THE PHYSICALLY HANDICAPPED AND THE ELDERLY WHO DON'T HAVE PRIVATE TRANSPORTATION SUCH AS AUTOMOBILES, MOTORCYCLES AND BICYCLES. HOWEVER THE PRESENT TRAFFIC CIRCUMSTANCES FOR ELECTRIC THREEWHEELED VEHICLES ARE NOT FITTED TO THEM, SO IT CAUSES SOME TROUBLES AND ACCIDENTS. THE PROPOSE OF THE PRESENT PAPER IS TO MAKE CLEAR THE PROBLEMS IN USING THREE-WHEELED VEHICLES AND TO PROPOSE A DESIRABLE TRAFFIC CIRCUMSTANCES.

IN THIS PAPER, WE ANALYZE AN EFFECT OF ZONING REGULATION ON LAND PRICES, I.E. AN EFFECT OF REGULATION OF F.A.R.(FLOOR AREA RATIO) AND LAND USE. FOR THE PURPOSE, LAND PRICING STRUCTURAL MODEL IS FORMULATED BY EXTENDING AND PARAMETRIZING TRADITIONAL DIVIDEND DISCOUNT MODEL. NOW, THE MODEL CONSISTS OF REGULATED F.A.R., MAXIMUM RENT, INTEREST RATE AND EXPECTATION OF RISING LAND PRICES. USING PANEL DATA OBSERVED AT 75 POINTS ACROSS 7 YEARS, THE MODEL IS ESTIMATED AS TWO-ERROR COMPONENTS(2EC) MODEL BY GENERALIZED LEAST SQUARES ESTIMATOR. WE GET SIGNIFICANT COEFFCIENTS AND EXPECTED SIGN OF ALL VARIABLES. SIMULATING THE MODEL, WE SHOW THAT CONTROLLING F.A.R. OR LAND USE LEAD TO DRAMATIC CHANGE OF LAND PRICES. SO, THE RESULTS SUGGEST THAT HIGH LEVEL OF F.A.R. HAS TO BE REGULATED VERY CAREFULLY WITH LAND PRICES RISING.

THIS STUDY OF LAND PRICE OF SURBURBAN ROADSIDE AREA HAS SHOWN THAT LAND PRICE HAS GONE UP REMARKABLY IN PLACES WHERE RESIDENTAL AREA HAS COME TO BE PERCEIVED AS A COMMERCIAL AREA WITH THE INFLUX OF COMMERCIAL FACILITIES, AND THERE THE PRICE HAS SHARPLY DECLINED AFTER THE BIG RISE. ALSO, COMPARISON BETWEEN THE ACTUAL LAND PRICE AND THEORETICAL PRICE BASED ON LAND PROFITABILITY HAS MADE IT CLEAR THAT THE HIGH LAND PRICE ALONG PRINCIPAL ROADS IS LARGELY EXPLAINED BY THE IMPROVEMENT OF PROFITABILITY AS COMMERCIAL LAND, WHEREAS THAT ALONG LIFE ROADS IS EXPLAINED BY THE EXPECTATION OF CAPITAL GAINS.

RECENTLY, DETERIORATION OF BUILDINGS AND FACILITIES HAS BECOME SOCIAL PROBLEMS AMONG OLD CONDOMINIUMS. SOME CONDOMINIUMS ARE RECONSTRUCTED WITH THE METHOD OF “EQUIVALENT VALUE EXCHNGE”. IN THIS STUDY, WE INVESTIGATED 12 CASES OF RECONSTRUCTION AND EXAMINED THE PROCESS AND PROBLEMS. THE RESULTS ARE SHOWN AS FOLLOWS: 1) RECONSTRUCTION CAN BE ACHIEVED IF FLOOR AREA RATIO AND HOUSE PRICE ARE IN SUFFICIENT CONDITIONS. 2) DIFFERENCES IN INTENTION FOR RECONSTRUCTION MAKES CONSENSUS BUILDING AMONG UNIT OWNERS VERY DIFFICULT. 3) IF THE LEADING GROUP DOES NOT ACT APPROPRIATELY, OTHER UNIT OWNERS WILL OPPOSE THE PLAN.

IT FLOURISHED WITH THE CONSTRUCTION OF THE FOURSIDEGATE IN 1734. IT DISAPPEARED NATURALLY IN 1911. BUT THE SOUTH GATE BECAME A STANDING MARKET. C) HAND CRAFT STORES WERE FOUNDED IN 1592. AFTER THE REMOVAL OF THE CASTLE, IT ADVANCED ON TO THE MAIN ROAD, AND THEN LATER DISAPPEARED BECAUSE OF COMPETITION GOODS FROM JAPAN.

WE SURVEYED A FORMATIVE PROCESS OF THE RESIDENTIAL ENVIRONMENT IN SQUATTER'S COMMUNITY IN ORDER TO FIND CONDITIONS OF A IMPROVEMENT PROGRAM. WE STUDIED ALSO THE ROLES OF NGO WHO HAS BEEN ACTIVELY ENGAGED AS A COMMUNITY ORGANIZER. WE SHOWED FOUR SUBJECTS TO REALIZE ;(1)TO DISOLVE THE SEGREGATION OF THE PEOPLE FROM THE LOCAL COMMUNITY, (2)TO HERITAGE THE CHARACTERISTIC OF INTIMATE NEIGHBOURHOOD SPACE, (3)TO CONFINE PROGRAM WITH THE ELDERY'S WELFARE, AND (4)TO MULTIPLE ADAPTATION OF FILL THE VARIOUS NEEDS OF THE HOUSEHOLDS.

THIS PAPER IS INTENDED AS AN INVESTIGATION OF “KISON TAKUCHI” SYSTEM, THAT WAS ESTABLISHED SO AS TO PROTECT THE PROPERTY RIGHTS OF INHABITANTS IN URBAN CONTROL AREA. IT IS LIKELY THAT A NUMBER OF NEW AND UNPLANNED DEVELOPMENTS IN “KISON TAKUCHI” CAUSE VARIOUS PROBLEMS FROM ENVIRONMENTAL POINT OF VIEW, CONSIDERING THOSE SITES ARE TO BE USED AS RESIDENTIAL AREA. SO FAR FEW ATTEMPTS HAVE BEEN MADE, HOWEVER, AT RESEARCH ON THE ACTUAL CONDITION OF THIS SYSTEM APPLICATION. FOR REASONS MENTIONED ABOVE, IT IS WORTH EXAMINING THE SUBJECT MORE CLOSELY. AND FROM THIS INVESTIGATION, SEVERAL POINTS BECAME CLEAR AS SUMMARIZED IN CONCLUSION.

THE DISTRIBUTION RATIO OF LAND USE ZONING DIFFERS MUCH WITH PREFECTURES. USING DATA OF HOUSING SURVEY 1988, THE RELATION BETWEEN THE DISTRIBUTION RATIO OF LAND USE ZONING AND HOUSING TYPE IS STUDIED IN THE URBANIZATION PROMOTION AREA. THE RATIO OF CATEGORY 1 EXCLUSIVE RESIDENTIAL DISTRICTS, WHERE MAINLY DETACHED HOUSES ARE BUILT, IS CONSIDERED TO INCREASE AS DIFFERENCE IN HOUSING TYPE BETWEEN THAT AND THE NORMAL RESIDENTIAL DISTRICTS GROWS. AND THE RATIO OF CATEGORY 2 EXCLUSIVE RESIDENTIAL DISTRICTS, WHICH ARE CHIEFLY FOR HIGH AND MEDIUM RISE APARTMENT BUILDINGS, IS FOUND TO DECREASE WHEN MAINLY ONLY THE AREAS WITH PUBLIC AND ISSUED HOUSES ARE DESIGNATED.

IN RECENT YEARS, SEVERAL NEW TOOLS FOR CITY PLANNING WERE ESTABLISHED. THESE ARE A SPREAD OF DISTRICT PLAN, AN AMENDMENT OF CITY PLANNING LAW, AND DISTRICT PLANNING SYSTEM, AN ENACTMENT OF CITY MASTER PLAN AND HOUSING MASTER PLAN. IT IS A GREAT ISSUE TO ASSEMBLE THESE TOOLS INTO EXISTING CITY PLANNING SYSTEM. IN THIS PAPER, TAKING TOKYO METROPOLITAN WARDS, THE FOLLOWING SYSTEM IS CLOSED-UP. THAT IS;(1) A CITY MASTER PLAN IS MADE INCLUDING A HOUSING MASTER PLAN,(2) DISTRICT PLANS ARE MADE ACCORDING TO THIS MASTER PLAN, AND (3) DISTRICT PLAN SYSTEM ARE APPLIED GUIDED BY DISTRICT PLANS.

AN AIM OF THE NATIONAL LAND USE PLANNING SYSTEM IS TO FORM A CONNECTION WITH THE NATIONAL GOVERNMENT, PREFECTURAL GOVERNMENT AND MUNICIPAL GOVERNMENT. HOWEVER THE DUE FORM WHICH THE NATIONAL GOVERNMENT ORDERED IS EMPTY FOR THE MUNICIPAL PLANS. IT ISN'T ADVANCED AS BEING GOOD AT A REGULATION OF STATE AND PREFECTURE AND CITIES, TOWNS AND VILLAGES NUMERICAL VALUE OF LAND USE. THE NATIONAL GOVERNMENT MUST GIVE EXAMPLES OF METHOD TO PLAN THE MUNICIPAL PLANS FROM A POINT OF VIEW WHICH THE NATIONAL LAND USE PLAN PROPOSED. THE NATIONAL GOVERNMENT MUST GIVE MUNICIPAL GOVERNMENT A FREE HAND.

DEVELOPMENT THROUGH PUBLIC-PRIVATE NEGOTIATIONS HAS BEEN INCREASING IN THE US. IT IS NOT ONLY INEVITABLE PHENOMENON OF THE TIMES BUT ALSO AN OPPORTUNITY FOR THE PUBLIC AND PRIVATE TO ACHIEVE OUTCOMES THAT THEY COULD NOT ACHIEVE ALONE. BUT IT RAISES A NUMBER OF ISSUES. THE AIM OF THIS PAPER IS TO SHOW THE TYPES OF NEGOTIATED DEVELOPMENTS AND THEIR ROOTS, TO EXAMINE HOW NEGOTIATION HAS AFFECTED THE DEVELOPMENT PROCESS, AND TO DISCUSS THE ISSUES IT RAISES AND THE WAYS TO SOLVE THEM.

THIS PAPER ANALIZES THE FEASIBILITY OF LAND-USE CONTROL BY THE DISTRICT PLANNING LEGAL SYSTEM. ALTHOUGH IT IS CHARACTERIZED AS A FLEXIBLE BUILDING CONTROL METHOD BY NOT ONLY THE BUILDING BY-LAW, BUT ALSO THE MUTUAL AGREEMENT AMONG RESIDENTS, IT SHOULD BE EQUALLY EFFECTIVE AND PERMANENTLY RESTRICTIVE AS LEGAL CONTROL. BASED ON A QUESTIONAIRE AND FIELD SURVEY STUDIES, WE CLARIFY THE LACK OF STRENGTHENING THE INSTRUMENTS TO REALIZE PLANNED CONTENTS DESPITE THE REMARKABLE EFFECTIVENESS OF THE NOTIFICATION-ADVICE SYSTEM.
