  • Report on Recovery Condition in Phuket and Khao Lak as of October 2011

    The author surveyed post-tsunami recovery condition of the damaged areas in Phuket and Khao Lak, Thailand in October 2011, seven years after the 2004 Indian Ocean Tsunami. The survey was carried out in some permanent housing sites, interviewing with residents, and in some developed places based on the recovery strategies by the government. This paper reports the conditions and points out the clarified problems of recovery settlements: (1) selection of permanent houses by the government influencing future residential situation, (2) building management by the donors, and (3) continuous management for evacuation signboard.

    There are some old public buildings which are constructed in Taisyo era and early Showa era in many cities in Japan. It is necessary to preserve such buildings. However the method of evaluation of those buildings is not established yet. So that we researched to verify the evaluation methods on a case study of Yokohama Meteorological Observatory office building by using of Conjoint Analysis Method in order to compare the Contingent Valuation Method with Analytic Hierarchy Process. The result of willing to pay by Conjoint Analysis Method was similar with the result of it by the Contingent Valuation Method. It is considered that the both of Contingent Valuation Method and Conjoint Analysis Method are available for evaluation of aging buildings. However there is a few different result of evaluation of three actions by the administrative office for promoting to support citizens to understand the project of preserving the aging building with them. It is necessary to conduct a research about the evaluation method of aging buildings continuously.

    This paper aimed to examine how Dudley Metropolitan Borough Council (MBC) designed the Merry Hill regional shopping centre as a sort of town centre in its development plan. In 1995, Dudley MBC gave permission for the planning application of the extension of the Merry Hill regional shopping centre. But, following the Secretary of State's calling-in, the Merry Hill extension application was rejected in 1997. While Dudley MBC failed to design the Merry Hill centre as town centre in its development plan in 2005, Merry Hill was defined as the strategic centre at the top of shopping hierarchy in the latest development plan published by four Black Country Authorities in 2011. It seems that Dudley MBC prefers to get the economic profit of shopping centre rather than sustaining its traditional town centre, although Dudley can control the extension of Merry Hill centre within its planning system.

    The purpose of the present study is to formulate the total travel cost in a city with compact city system where the hierarchical district centers and transportation system are formed according to the stages of life needs. To this end, a three-dimensional urban model is formulated to deal with population density explicitly, which consists of two stages of districts centers. By adopting three-dimensional rectilinear distance metric, the total travel cost from each houses to the second stage district center, which is located at the middle of the city, is obtained in the form of the integral.

    21st century is the century of the city. It is estimated that more than half of the world's population already lives in cities, and that percentage is projected to increase further. While cities provide huge opportunities for economic development, they also pose mounting problems to the global ecosystem and human sustainability. Urban indicators are crucial to help local and national policymakers improve their action towards sustainability. Research on the sustainable city and its evaluation indicators have been accumulated in the past decades. However, there are not many reports on how they are implemented. This paper introduces some urban sustainability indicators practiced in the world in order to provide the background information for further research on the methodology of building sustainability indicators that are practicable to a certain locality.

    The management of an evacuation center in a disaster requires better coordination among disabled people and other parties such as local communities, professional experts and public administrations. In view of such idea, a training program was implemented aiming at developing imagination skills in a disaster. The training brought about effects as follows:1)Raised awareness of disabled persons for social integration through taking roles of actors of various types such as participants and lecturers,2)Developed skills of local communities in communication with disabled persons,3)Encouraged participation of disabled persons particularly of a group having less social connections,4)Clarified sharing of responsibilities of each stakeholders,5)Encouraged proposals on universal designing for disaster evacuation centers utilizing personal experiences of disaster affected disabled people, and6)Provided disabled people of various types with opportunities of exchanging information and participating in social debates.

    With regards to one's attachment to the community, instead of the daily lives, people tend to feel attached to one place due to specific events that had occurred. In addition, compared to one's own memory, people tend to have more attachment to shared memories. Furthermore, number of years is an important factor as well. However, there has been some debate on the co-relation between number of years spent living in the area and one's attachment to the environment. This study focuses on the people living in the business street at Itami city, Hyogo and aims to find out the relation between the settlement years and the people's attachment to the environment. In addition, based on previous researches, this study will seek to relate how one's attachment to the community might be linked to the disaster management in the area. This report studies on how attachment towards the traditional business street may be related to the number of years living in the area.

    The purpose of this study is to evaluate the impact of shutdown of supermarkets in the suburbs from the viewpoint of maintaining the everyday life of the residents. To this end, the increase in the moving distance and the change in means of transportation from each house to the second nearest supermarket was estimated using GIS in Ome City in Tokyo Metropolis. The results are as follows: the area with large impact on the moving distance is different from that on the means of transportation; the impact on the moving distance is large in areas with low density of supermarkets such as mountainous areas and the margin of the city center; in the city center, the impact on the moving distance is small, though the number of the residents who change the means of transportation is larger than that in the other areas.
