This paper analyses a role of regional plan and planning system in the process of reviewing large scale developments, which may cause positive and negative impacts. We investigate the development of regional impact review process in Atlanta Metropolitan Region, Georgia as our case study to find our strategic role of regional plan. The review documents of development of regional impact we selected for our analysis did not show statistical significances between consistent and non-consistent with local plan. However, interesting finding of our analysis is that the review process ultimately turn out to be a system to achieve regional blueprint by overwriting local zoning plan.

This study suggests a design process of management measures in city center with PDCA cycle for multiple stages including analysis/evaluation approaches to integrated attractiveness in city center so that city administration could apply in analysis, policy design, etc., based on its own characteristics. Specifically, a process of planning, analysis/evaluation, and implementation according to the following steps is presented: (Step 1) Understanding current situations and planning draft measures, (Step 2) Evaluation of (draft) measures, (Step 3) Feasibility evaluation of measures, (Step 4) Implementation of measures and follow-up. Moreover, the proposed design process is applied to city center in Fukuoka.

In order to mitigate the urban heat environment, it has been planning and ongoing to plant natural vegetation such as trees and grass. Especially, planting vegetation at roof-top and wall of houses etc. have been promoted by many municipalities. However, it is also important to cover unused area to increase the natural vegetation. Therefore, covering the unused area by vegetation has not only effect on mitigating urban heat environment, but it is also offer a place of recreation and relaxation to citizens. The unused area will increase in the future because population of Nagoya city is prospected as decreasing after 2020 and houses and social infrastructures will also reduced. Therefore, it is important to plant vegetation at unused area to mitigate urban heat environment and to create new living space for citizens. In this study, we estimated mitigation effect of urban heat environment by planting vegetation at the unused area.

Migration is the key to keep population or minimize population decrease in the population decreasing era. Based on the difference between future population estimates with and without migration by age group, municipalities in Tokyo Region can be classified into 7 types: A) from cradle to graveyard, B) lining during the young age, C) welcome to the young and young families, D) nostalgia, E) welcome to returning, F) moving out, and G) other. Types A and B can enjoy net positive migration necessarily or with high probability. On the other hand, types D and F suffer net negative migration necessarily or with high probability. Since distribution of these types with respect to population size and distance from the center of Tokyo reveals no strict rule, municipalities can be type A or B with policies attracting in-coming migration.

In Japan, there are many suburban villages where even continuing the village life is difficult. However, Shirakawa village continues their life and community. The reason is that there is a mood to brings up next generation could be seen in the whole village. The study focused on Doburoku Matsuri in Shirakawa village, by conducting an interview survey to the local residents and participatory observation. The traditional skill and awareness are handed down by hierarchical and horizontal relationship, and it was understood that these relationships establishes a multiple structure. Also, though these community activities, all the residents have their own roles and that helps for them to be aware of a member of Shirakawa village.

Although we cannot prevent disaster to occur, we can reduce damages by bonding and cooperating with neighborhood. However, it is difficult to make their solidarity and their disaster prevention capacity against uncertain event. This report focuses on Teizui area, Saijo city, Ehime prefecture as a case study. Teizui is flooding-prone area. This research found that there are many local activities such as autumn festival and planting green in this area and people actively participate in such activities. The bond among neighbors in their daily life help them in case of emergency situation. And the background of this area where all people had difficulty living with disaster have made their bond stronger.

Recently, many paddy fields in hilly areas have been abandoned in Japan. However, there are still small streams, which were irrigation channels, after abandoned. We focused on their water quality and fluctuation. An irrigation channel was selected in Koza Hills, Kanagawa Pref., which flows through abandoned rice paddy fields and is still maintained. Temperature, water temperature, velocity of flow, depth and width of channel, pH, electric conductivity (EC), T-N, T-P, NH4-N and chemical oxygen demand (COD) were investigated at five points from July to November 2009. There was an outfall of waste water at the top of channel. Then, EC, T-N and COD were declined from headwater to down stream.

At first,we<br>divided the landscape resources into four types, which are tangible-type,intangible-type,integral-type<br>and view-type. The intangible-type includes festivals and activities,and<br>etc.The integral-type is a combination of the tangible-type and<br>intangible-type. As a result,landscape resources provides mainly for<br>tangible-type. There were concretely a lot of buildings, parks, and<br>roads, and etc.In contrast,the intangible type was small proportion. It<br>is necessary to catch the festival and the activity as Landscape<br>resources.

This is a report of the result of a questionnaire in 2009 March, to Japanese municipal governments, asking the situation of estimation of future municipal public service costs. Reduction of these costs by intensification of urban structure is considered important under our population decrease situation. The result reveals, not only whether they made any estimation, but whether in their estimation projected influence of service demand structure reflecting population and family composition change, or of transitions or transformation of urban structure.

The aim of this study is to clarify facts about efforts to improve local value by private companies. We investigated some examples of initiatives to improve local value in countryside in an aging society with fewer children by major private railway companies. Then, we considered possibilities and challenges of initiatives by to verification of medium-term management plan and a survey and interviews about value improvement in railways. These initiatives assumed that the secondary effects of increased profitability of major business. It is needed that evaluation about effects of regional efforts are ongoing and verification about long term business model. After that, government and private business should build cooperation.

The purpose of this study is to clarify a new reclamation technique that takes place of the economic development in derelict, neglected land in the low-growth society. We investigated sustainable development that was the approach of the brownfield land restoration of the UK in recent years and surveyed history, details of the land use, and a system of promotion to this approach. This study has come up with following conclusions. First, a new reclamation technique is a community-led and ecologically informed approach that gives priority to the operation that attempts to prevent the re-ruin with the restoration land. Second, to promote the new reclamation technique, it is necessary to make relations among a country, a local government, and regional communities focusing on their roles which were already clearly allotted individually but not interlinked with each other yet.

The purpose of this study is to clarify a role and to examine a possibility of social entrepreneur in town management. We investigated their activity in community and analyzed a characteristic of social entrepreneur from an element of a mission, business models, partnership approach, and activity results. From analysis of these, their role in town management is to strengthen local communities and connecting with the outside. As a result, many subject participate in town management, it seems to lead to sustainable town management activities. And the future, it is hoped that they grow into existence to support reproduction of the community and regional economy in many areas.
