    The use of renewable energy is receiving increasing attention to deal with the recent energy problems or environmental problems. Since the renewable energy is the individual dispersed style energy in region , original tackling is possible. Promoting use of renewable energy can be valid for regional activation. In recently , many cases are reported that utilizing renewable energy a town is vitalized. The representative case is Kuzumaki-town , Iwate Pref. The purpose of this paper is to clarify what effect the renewable energy projects had on sustainable town planning.

    This paper proposes a maximum flow-covering location model considering the time dimension in a network space. The problem is to decide the location and the starting time of a concert (or any other service) that maximizes the total number of potential customers. The number of potential customers is defined as the number of office workers that can attend the concert after their work from start to end and can arrive home by a given time. This model is applied to the analysis of the optimal starting time of an evening graduate school using the railway network in Tokyo Metropolitan Area.

    This study, as a case study of urban plan system of Pudong large-scale development project in Shanghai, China, examines how land use control has been planned by urban plan system in plan process and plan review. In this paper, by our survey of the relative urban plans in Lujiazui Center Area in Pudong Area, we understand. 1) Detailed district plan is established as a new planning tool to control land use in Chinese urban plan system, which includes land use regulations and building formation regulations, 2) Shanghai urban plan and management ordinance is basis of detailed district plan, and urban design takes a important pole in the urban planning process of detailed district plan. 3) Detailed district plan is not an agreement of right holders and developers, so that detailed district plan always need to be modified according to needs of development projects in practice. 4) Otherwise, even though in statutory provision, urban development project plan should be drawn based on detailed district plan, but many of them still are made without detailed district plan. Therefore, detailed district plan is still in its initial step of practice for land use control in China.

  • Recovery Curves for Buildings in Sri Lanka after the 2004 Indian Ocean Tsunami

    After the 2004 Indian Ocean Tsunami, the Sri Lankan Government provided three types of houses for the victims (temporary shelters, transitional houses, and permanent houses). The authors conducted several field surveys and interviews in the damaged area to understand the recovery conditions, and obtained data set, which had been collected for 13 months since December 2004 by Rebuilding and Development Agency. This paper discusses how to develop the recovery curves for recovery process and demonstrates the curves for the transitional houses and the permanent houses in Sri Lanka, which quantitatively describe regional differences in recovery process.

    This paper aims to clarify the operating conditions of the planning negotiation system of landscape ordinances in Kanagawa prefecture.In conclusion,we found that landscape law doesn't work well.Planning negotiation system is operated in all cities but standards of landscape should be more detailed,and landscape controlled areas should be spread.If landscape law doesn't work well,that's should be used with other systems that have strong regulations such as height control zone.

    The purpose of this study is to clarify issues of improvement in densely built up area from the view point of elderly residents and the actual situation of the district. We divided the area according to the town association and studied the area by field survey, interviews, and questionnaire survey.We clarify the problem consciousness of elderly residents.The most important problems are walking environment and disaster prevention.And it was clarified that the elderly who has wide area of the action has high awareness of the issues and the elderly who has narrow area of the action has limited awareness of walking environment issues.

    This paper aims to clarify I clarified the role that a block park the district park which was the one of the green matrix systems carried out and the characteristic of the use actual situation of the infant of the Kohoku new subdivision and pursued the ideal method of the future Tsuzukiku park. In the block park, various use acts such as play or the traffic that used a playground equipment for are thought to be a field work as a result of questionary survey; is particularly various an infant from the institution of the park; the park structure that a function can carry out is demanded. The district park has much traffic use, and various attributes are seen, but it may be said that the city park structure that was able to turn to the glance to an infant will be a problem in future.

    The purpose of this study is to clarify land use changes and the features of habitation by area in central downtown Nagano city. Parking goes on increasing and detached houses are decreasing in whole central area of Nagano city and the commercial land use moved around the Nagano station. 56 multifamily housing was built from 1990 to 2007 in central area of Nagano city. It is thought that there are many elderly people, unmarried persons, and height profit persons for newly multifamily housing. In order to promote habitation in central city area, the land use for a young family is required.

    The purpose of this study is to clarify what policy approach is done,what feature does the converting building have,and why does not the conversion promote in five words of downtown Tokyo. Actually policy approach is hardly done. Besides,the policy of converting buildings doesn't include reduction of effects on the environment. Converting buildings have the following features.the scale is small,the road condition is not too good,the station is near,a lot of offices have been converted to SOHO. It is necessary to approach for decreasing the effects on environment in government and support converting buildings,so that conversion may be turned to practical use in wide areas.

    People in disaster stricken area are exposed to cold environment according to the situation. The cold environment has various influences on a human body and mental side. The restriction of body and mental activity may lead people to risky situation. IREQ, DLE, and WCT are indices that evaluate the influence of the cold on the human body. It may be possible to keep the people away from the cold stress by using these indices. Therefore, the content and the feature of these indices were considered. As a result, it was shown to be able to use the cold index for disaster prevention in Japan by considering relations of indices applicable range and the climate of Japan.

    Currently, visible effects are very little in Town Management Activities. It is important for Evaluation Method in such activities that not only evaluate of simple result but also evaluate in aspects for sustainable development by enrichment of regional power. We evaluate the Wadamachi-Ikiiki-Project referring to the Balanced Scorecard(BSC).BSC is a strategy promotion tool for enterprise management. Purpose and Concept of the project are organized as Strategy Purpose and Linkage. And those can be looked down as Strategy Map,only one map. We grasp those invisible effects by proving the achievements of some Strategy Purpose. Evaluation and Strategy Map will be shared by members of this project. And the all members will grasp that strategy and its achievements. These things will empower the motivation for personal actions and the result of this project.

    Currently, the shopping district has a declining tendency because of the extension of the share of a large-scale commercial. It is necessary to work on town management activities by cooperation of the region, the administration, the university, and the company, etc. On town management activities, there is not only the immediately effect on the object region of activity but also the spreading effect among the participation actors. The meaning of activities can be clearer by catching the whole image. In this research, the purpose is to understand the spreading effect among the participation actors through town management activities on "Wadamachi-Ikiiki-Project" that started in 2001 in Yokohama City.

    The purpose of this study is to clarify the role of sports groups at a local community in Kohoku New Town.<br>We classify the sports groups into "Association" and"Theme Community". And the communities into "Sports Theme Community", "Ordinary Theme Community" and "Local Community".The intercommunion of sports groups are relatively limited, on the other side, sports support groups cooperate with local community in management of facilities and operation of events.In conclusion, we found that sports groups have limited role in local community now, but they will build up the intercommunion of varieties of the groups of theme community and local community.<br>
