  • The Case of Ryoke District Plan in the City of Yokohama

    The Ryoke District is located at a western hilly area in the City of Yokohama. It is mainly a low-rise residential district consists of some 1,400 units, and was developed by a private developer since late 1980’s. The movement to make a legal district plan and community rules, that are based upon the existing building agreement, was initiated by the residents in 2012. After 6 years of earnest works, the legal plan was made, approved by the residents and authorized by the city government. Throughout the process, the author made yearly contracts with the city government and worked as the coordinator to support the residents’ activities. In this paper the process and fruits of making the district plan is reported, and the major problems are discussed.

  • Case study of the Tsukuba center area

    Recently, the number of large-scale commercial facilities closures is increasing in the city centers of provincial cities. Since the closure gives severe influence on liveliness, provincial cities are seeking the measure to ease the effect. This paper aims to analyze the influence of a large store closure on the pedestrian volume and distribution the inner city in the Tsukuba center, Ibaraki prefecture. The paper conducts the pedestrian survey before and after the closure of the Seibu Tsukuba. By analyzing the pedestrian volume and distribution, the paper finds out: the influence of the closure on pedestrians happens in the adjacent area of the store, pedestrian traffic that is not affected by the closure and traffic by events can be activated to bring liveliness in the center.

    In this reseach, we aim to grasp the residence situation and residence awareness of residential houses and detached house residents in Ninomiya housing complex in Kanagawa prefecture and to explore the activetion of suburban complexes that can continue living. As a result, in the detached houses and apartment houses in the housing complex, there was a style in which a relatively large number of relatives living in the neighborhood lived, and the possibility of distribution of houses adapted to the family growth phase was confirmed.

    The Act on Special Measures concerning Urban Reconstruction was amended in 2014, then a municipality must establish “Location Optimizing Plan (LOP)” defining “Residential Inducing Area (RIA)” and transportation network. We focused on Hikone, Higashiomi and Konan City in Shiga Prefecture, which establish the LOP. Using GIS, we overlay the estimated future population and the three flood risk data by Shiga Prefecture on LOPs. We show there are the flood risks inside RIA of three cities. We interviewed the officials of city planning division in three cities. We realize the difficulty between citizen’s right or sustainability of the city and avoiding from the flood risk.

    In Japan, many municipalities are making urban function location plans, and prefectures are expected to coordinate related municipalities. This paper aims to analyze the relationship between urban function location plan and city planning area master plan focusing on the consistency of centers. Through the analysis of plan documents, more than half of municipalities add centers(urban function attraction areas) in urban facility location plan, and the situation is different among municipalities in the same city planning area. In city planning master plan, there are few statements about functions such as welfare. It seems to be important to set common guidelines and give description of urban functions expect commercial function to have city planning area master plan for regional coordination.

    We analyzed tsunami evacuation routes and discussed appropriate evacuation guidance for tourists. We selected fifteen pairs as examinees who were students at Shonan Fujisawa Campus, Keio University and didn't live in Kamakura City. First, they decided an evacuation route from a starting point close to a beach and had to evacuate from the tsunami-affected area estimated by the government. We recorded their evacuation behaviors and locations to select a route. We classified the elements affecting the actions into two types, namely sequence and landmark. Moreover, we distinguished whether they could escape from the affected area within eight minutes, which is the shortest time of the tsunami reaching. As a result, six pairs could not escape within the time because they took the time to decide the route at some crossroads. The finding suggests that there should be evacuation signs to guide tourists to the closest hill.

  • A Case of Study in Kugino, Minamata City

    We analyzed land use change and the affecting factors in Kugino, Minamata City, Kumamoto Prefecture. In Kugino, the various land uses had been distributed before World War II, while most of the lands except for cultivated lands had been replaced by timber forests. The result showed that the traditional land uses were deeply related to topographic features and lifestyle, and land uses in 1984 were less related to the social economy. We classified the traditional land uses in Kugino into four types, namely settlement and field, grassland, Satoyama, and deciduous forest. Satoyama, which was a common land use type in Japan, was used for not only coppice forest but also shifting cultivation before the war. However, most of them were afforested after the war. Most of the timber forests are abandoned due to a steep slope and shortage of forestry workers. We have to establish sustainable land uses instead of the forests.

    The movement to preserve earthquake ruins—buildings and structures affected by earthquakes and tsunamis—for storytelling and disaster prevention is gaining momentum. However, it is unclear how municipalities will preserve them. This study analyzed the Ishinomaki committee’s materials; they held five conferences regarding the sites of two earthquake ruins and clarified the transition of consideration topics. The Ishinomaki City Earthquake Tradition Committee, the first conference on earthquake ruins in Ishinomaki, considered 45 material files. Descriptive Coding was applied, resulting in 10 inductive categories and 648 codes. Over the course of six committee meetings, the key topics shifted from evaluations of the value of earthquake ruins and citizen opinions to the methods and problems related to ruins’ maintenance and public operations.

    This report aims to introduce the characteristics of the port city that is clarify based on questionnaire survey. As a result of conducting the questionnaire survey to administrative agencies, the following was shown. 1) The range of the surrounding zone of the port and harbor area assumed by the port city is classified from the viewpoint of "geographical spread" and "shape of zone". 2) Many issues are pointed out about "landscape", "disaster prevention" and "tourism". 3) We quantitatively clarified the requirements for the connection between port area and city center in port city, by Analytic Hierarchy Process. 4) In many port cities, active proactive efforts to tourism are expected not only now but also in the future.

    A suitable application of green conservation system by the zoning can contribute to solve many problems which both Urbanization Control Area and Urban Parks cannot contribute. We analyzed the land use change of Suburban Green Conservation Areas in the National Capital Region. We found that two areas on upland areas have been developed even after the designation. We also analyzed consistency between the presence or absence of the references about reasons of the designation in every conservation plan and the actual conservation state in every area. Results indicated that four areas which have multiple references in the conservation plan have a tendency to be in a better state.

    Home Zones (Wohnstrasse), Woonerf, in Austria was enacted in 1983, and Meeting Zone (Begegnungszone), Shared Space, was enacted in 2013. Home Zones allowed only vehicles which purposed to access to housing along the designated street. Vehicles are allowed to pass Meeting Zones, within 20km/h. People are allowed to use the whole street surface in both types of streets. However, Home Zones allow vehicles to drive in walking speed, which means 7km/h, and people to use whole street space to use. Streets are required to have sidewalks, and this created street atmosphere to allow vehicles to dominate the street use. Residents and users of Home Zones decided to change this atmosphere, and succeeded to calm the traffic and allow people to walk middle of streets by minimizing the width of entrance by flower pots, or painting the street.

    The purpose of this study was to verify whether greenery is related to the passage of years and local community in urban residential area. The relationship between length of residence, the building years and local community to greenery amount was explored. It was found that length of residence contributes to greenery amount. However, the owner of dwelling house change hands, greenery in private garden is not inherited even if building doses not change.

    This research examines the ways by which Singapore’s Public Utilities Board, Water Agency (PUB) developed holistic green infrastructure (GI) implementation strategies with sustainable stormwater management concepts through ABC Waters Design Guidelines (ABC-WDG). In order to reveal practical ways to accelerate GI implementation in Asia, ABC-WDG was analyzed fully from GI techniques, ABC Waters Certification system, to ABC Waters Professional system. In addition, analysis of ABC Waters certified projects between 2010-2016 clarified characteristics and the relationship between ABC-WDG and actual GI projects throughout the country. Through the case study analysis of selected ABC-WDG, methods to promote GI implementation at a national scale were revealed.

    Studies of pre-modern towns are conducted in Japan to grasp their history and culture. However, there are fewer studies of pre-modern port towns compared to castle towns. It is not generally known that several pre-modern port towns located on the coastal area of the Sea of Japan were built as outports of castle towns. The purpose of this study is to uncover formation process and urban morphology of pre-modern port towns located on the coastal area of the Sea of Japan. As a result of the analysis , there is a tendency that the town structure of the harbour side was rationally planned, and on the other hand , the inner side was unregulated.

    The purpose of this research is to evaluate the tour in a declining local shopping district from the viewpoint of sustainability and to verify its effect. The target area was Ehime Prefecture Uchikocho, and as comparative examples Nanao City, Ishikawa Prefecture, Toba City Mie Prefecture, Freiburg City Germany. As a result of evaluation based on its own evaluation criteria based on the GSTC standards, issues on the economic side and society were clarified. We planned and implemented a shopping district tour aimed at overcoming that problem, and analyzed the customer attraction effect of shopping district tour for nationwide monitors by web questionnaire. As a result, it became clear that we can expect the effect of overcoming the weakness in Uchiko town which was clarified from the analysis, and it is possible to expect a certain attracting customer effect.
