This research investigated cities that have original policy. We visited two cities; Flint, Michigan and Youngstown, Ohio in U.S.A. 1) In Flint, they have a policy to be called [Land Bank]. Before the property whose owner cannot pay property tax passes to the hand of real estate speculators, Land Bank tries to own it. Because Land Bank manages vacant houses, control of the abandoned places is enabled. 2) In Youngstown, they have a master plan to be called [Youngstown 2010].
