    In Japan, special planning measures are necessary for residential environmental improvement in the Densely Built-up Areas. For this planning issue, many researches currently try to support public participation using virtutal reality technology in order that stakeholders can study the complicated planning measures with respect to the suggested planning alternatives represented by a virtual world. In this paper, we present a learning support system using 3DVIR that can easily virtualize a plan alternative in an urban district area, which can promote the stakeholders’ understanding for rebuilding in a densely built-up area. A case study has been conducted to help residents to share of image in the Teramachi Area of Kanazawa city.

    The aim of this study is to develop seismic risk information making method for promoting seismic reinforcement by citizens. We made information of 1) actual condition of buildings, 2)vibration characteristics of ground and buildings, 3) supposed damage of building crush, blocked road and falling wall, 4) effect by seismic reinforcement from three point of view - local and comprehensive information, detailed information and practical information. We held a workshop to show information with citizen and got evaluation by citizen.

    There are some old public buildings which are constructed in Taisyo era and early Showa era in many cities in Japan. From the perspective of enhancing the beauty of the national land, it is necessary to evaluate the historical building properly and to lead preserving such aging buildings. The popular evaluation method is CVM. However when evaluate aging buildings by CVM, there is a possibility that the site conditions of those buildings influence the value of them. So that we researched on the case study of Yokohama Meteorological Observatory office building, and on the assumption that the office is located different sites, we evaluated this building on the three virtual cases at different sites by using of CVM with AHP. The result of this research designate that site conditions of aging buildings do not influence the value of them.

  • Case Study in Kanazawa City

    The purpose of this study is to develop a mathematical model in order to analyze relationship between demand distribution and locational planning of ambulatory welfare institutions for elderly people. A model is developed as an institution choice model and takes two important factors such as the maximum commuting distance and using times per a week of day service center. Using the model several simulations are done for the case of Kanazawa City and study the results. As a result, it is revealed that some important patterns can be analyzed such as service coverage area by institutions and the number of selectable institutions for elderly people according to the planning conditions. The model also can be used for analysis of suitable institutional location pattern although the model has to be improved.

    Municipalities hit by the Tohoku-Ocean Pacific earthquake are dealing with making recovery programmes respectively. In those situations, much important roles are expected in Residents Machidukuri Associations.<br>On the other hand, under those unstable circumstances, having no time to spare for organization designing, there are difficulties with addressing consensus-buildings.In this study, we refer to the case of two resident associations settled in district Yuriage Natori city. Additionally, we classify functions of these associations into 4 groups, opinion collection, alignment, proposal, and adjustment between associations, and estimate the fulfillment of these functions

    The purpose of this paper is to clarify the outline of the conservation system of heritages in the State of Victoria and City of Melbourne from the viewpoints of the variety of heritages, the body managing the system, the evaluation and designation of the heritages, and the restriction concerning heritages. The following five points are clarified. 1) The designated heritage of each level, that is National, State and local level, is overlapped. 2) The Heritage Council of Victoria decides if the nominated place is included in the VHR. 3) The State government decides to grant the permit of the alteration of the VHR. 4) The local government designates the Heritage Places and decides to grant the permit of the alteration of the Heritage Places. 5) In case of the permit application of the works to the VHR in the Heritage Precinct, the State government assesses the influence to the VHR and the local government assesses the influence to the Heritage Precinct.

    Japanese cities face some new problems such as a declining and aging population. To solve these problems, the Japanese government announces that local governments should try to change their urban layout to The Compact City. Many local governments know the concept of the compact city, but it is not clear how many local governments pursue the goal of the compact city. It is important to figure out this issue for thinking about the whole concept of the compact city and a way of promoting the compact city policy. Therefore, we carried out a questionnaire survey to figure out the urban layout plans for the future of 234 local governments in the Kanto region. This survey shows that there are some differences in ways of thinking about the urban layout between large cities and local cities.

    By using marketing research technique, this paper tries to analyze: (1) how urban green space attracts people's preferences, (2) the combination of the levels of each urban green space attributes, such as park and street trees, which maximizes public preferences, (3) the relative importance of urban green space attributes. Out of many attributes of urban green space, four attributes were selected, and 10 profiles were created. The results established that urban green space increased people's preferences, and "street trees" was the most influential feature in their preferences among the attributes. Also this study showed that people prefer a city that includes street trees of which height and volume are appropriate, park, flower garden and plants in the street. In view of the partial utility score, in order to attain the same utility score of "street trees" even in the place which doesn't have enough space to plant trees, we found that it would be an effective solution for the local governments to green the streets and building a garden, or to aid such activities.

    The affected area by the Great East Japan Earthquake, has a tight-knit community with strong relationships. However, the elderly are more outspoken than other community members, and not everyone in the area can freely voice their opinions. Still, the recovery process takes a long time. In Japanese provincial towns and fishing villages where populations are declining, it is important to acknowledge the opinions and contributions of the younger generation regarding town development and rehabilitation.This research examines the town rehabilitation planning process, which was written by adults and junior high school students during integrated study periods at schools, and states the importance of the younger generation's participation in the town's development and rehabilitation.
