The purpose of this paper is to clarify the problems and future orientation of involving residents in consensus building for implementing project oriented planning in Japan, through the comparative studies in Japan and Germany. We chose two Japanese cases and investigated the details of the planning procedure for redevelopment district plan. We also chose Gleisdreieck in Berlin and investigated the details of the planning procedure for the project B-Plan. Our results clarified the following points; 1) In the Japanese cases, the land owners were mostly allowed to participate in the planning procedure, and the consensus building with residents around the project site were implemented only after the project plan was already fixed. 2)In the German cas diverse people were allowed to participate in the process of creating the project plan.

Recently a number of local communities are against to the large scale developments on large scale sites, because new developments would have negative impact to the local amenities. For tackling this issue, local municipalities tend to establish planning ordinance to control developments. The purpose of this study is to clarify large-scale development control system and its practice based on the planning ordinance. The study firstly reviews situation of developments in the three metropolitan areas in Japan, followed by the analysis of questionnaire survey to local planning authorities. From the analysis, we could identify two important stages on development control in Fuchu City: two-tier development control stages, such as sell and buy stages. Also the important tool for the development control in Fuchu City is Master Plan. Accordingly, they should develop amendment system of Master plans and detailed planning strategies of local area.

This paper aims to clarify the actual conditions of the transition from independent ordinance to delegation ordinance affected by landscape law in Kanagawa prefecture. As a result of the analysis, the following were clarified. 1)most independent ordinance are reflected to the delegation ordinance, but it's contents were selected, 2)delegation ordinances by landscape law were utilized by diverse purpose, 3)A large-scale municipality should select whether to secure a high quality for the development of the limited amount or to secure the minimumu standard for the development of some amount for the scenery control,4)The content of the restriction polarized to the abstract one and the concrete one, 5)An independent ordinance was neccesary for the development conference procedure and the social pressure.

This paper discusses how local governments could seamlessly transfer their systems of controlling visual landscape from with Landscape Ordinance to with Law of Landscape recently issued. We explore efforts and issues of the previous local Landscape Ordinances and argue how the Law of Landscape could improve local governments' strategies. Particularly it examines the case of Odawara City in Kanagawa Prefecture. The city recently issued new Landscape Ordinance and restructured their systems of controlling visual landscape after experiencing difficulties to control building developments with their previous strategies. Through analyzing problems that the city faced, and exploring how the city improves their systems, we discuss essential points that local governments would need to consider as they establish their new systems under Law of Landscape.

Driven by the necessity of citizen participation in promoting decentralization and municipal policy-making process, regional planning originated by the citizens and their initiatives in the public work activities are spotlighted in the recent years. It seems to signify the public role changes between the governmental bodies and citizens. This research examines Yamato city of Kanagawa prefecture, who has been proactively introducing policies to support and promote such activities by the citizens, and aims to clarify the roles of the citizens and government in the policy implementation. Specifically, it will be analyzed through the comparison of 1) community organizations, 2) activity support organizations for the citizens, and 3) self-governing organizations of local relations.

The Tokyo metropolitan government has enforced the "Tokyo Municipal Ordinance on promoting the SYARETA-MACHINAMIDUKURI (the SYAREMACHI ordinance)" to create attractive and exceptional cities. The ordinance came into effect in October 2003 to improve the area management. This study aims to evaluate the potentiality of the SYAREMACHI ordinance from the area management perspective. At first, we reviewed the recent cases on the active usage of public spaces in multiple districts. The regulations involved were inquired and the new institutional movements to stimulate this issue were summarized. Through hearings, we clarified the present states of several machidukuri organizations and their active usage of public spaces. Finally, the significance and confrontations of the SYAREMACHI ordinance on area management were identified.

Recently, various Machizukuri Groups, including universities, act in the city center, though they have many problems of their own. This research focuses on such problems of the Machizukuri groups acting in the city center, by taking Semba (Osaka), Nihonbashi (Tokyo) and Kyoto as examples, and examines the significance of the participation of the university into the diversifying Machizukuri in it. As the results, the form of participation of the university into Machizukuri in the city center is not a uniform state correspond to the uniqueness and diversity of each Machizukuri. But universities try in common to return the results of research to the society.

The purpose of this paper is to clarify the actual condition of UD in cities, towns, and villages and the problems to promote it. The results of research by the questionnaire were as follows. It clears the actual condition of UD from the synthetic viewpoint beside the public institutions and the transportation facilities that aimed at the former researches. Moreover the result of analysis by the scale of population, it clears that the more large municipalities promote many policies, and the more small municipalities are not able to promote UD because of the budgetary process. Then they are not able to promote UD concerning the heart, the service and the information. It hopes to reform the consciousness and know UD better by degrees.

Recently heat island has been a big problem especially in urban area. In previous research, it has not been investigated into the effects of open space layout. It is essential to demonstrate the reducing heat island effects of open space layout for practical use. The aim of this study is to demonstrate the effective open space formation (i.e. types, dimensions, and layout ), to present the heat island moderating methods, and to develop the evaluative method by applying Landsat data. As the result of this research, it was shown that the heat islands reducing effects by planned open space.

The purpose of this study is to clarify the relationship between the distribution of small-scale green spaces and the butterfly assemblages in urbanizing area located at the north-east of Ichikawa city. As an indices of ecological gradient by the distribution of urban green covers (over 2m2), GCI (Green Cluster Index) of each vegetation type, co-occurrence of the different vegetation types, distance from each vegetation type, and diversity index of vegetation were calculated by using high-resolution aerial photograph image. As a result of analysis on the relationship between butterfly assemblages in each survey root units and the indices around them, using Classification and Regression Trees, it was clarified that distribution of deciduous trees in large scale area and small-scale mosaics of vegetations in its surrounding area are important factors for the width of butterfly assemblages.

This study aims to clarify the green existent form and their changes of Shinto shrines. The green existent form of the shrines based on "Settsu Meisho-Zue" and "Izumi Meisho-Zue" and present shrines and their changes were evaluated, and their spacial characteristics were evaluated based on the surrounding land use and the topographic condition. The results indicated that the green existent form of the shrines changed into open space type from forest type. The results clarified that open space type was succeeded to where there weren't ups and downs, and that forest type was succeeded to where there were large ups and downs. While, the relation of the changes of the green existent form and the surrounding land use didn't become clear.

A continuous green space unit is generated by the forming of a buffer in "Shasoh" and the surrounding green space. Also, the geographical index data is used by making 4 indexes; elevation, inclination, Laplacian, and opening, through an analysis of DEM. As a result of analyzing the relationship between the continuous green space unit and the geographical index data, it became clear that the characteristic of "Shasoh" with high burden sharing is that they are located in a transformed and steep land or transformed and opened land. This geographical characteristic shows that "Shasoh" is built in a significant place in terms of landscape. The space of shrine forests becomes the standard in the region, and a unit is formed along the geographical among other green space.

This study aims to clarify the existing form and the role of farmland in regional landscape through analysis of resident's evaluation at Osaka metropolitan urban fringe. The main results are as follows. 1) There are various existence forms of the farmland at Osaka metropolitan urban fringe. 2) Farmlands play an important role in regional landscape, especially providing view-targets and viewpoints. 3) Farmlands play an important role in improving quality of residential districts.

In general residential areas, the scatter of constructions has been causing a big impact on tree loss. This study, by focusing on apartments built recently in Scenic Districts, aims to grasp the existing regulations and the circumstances related to city greening, and to consider an advisable control method in future. The results are as follows (1) It is necessary to reconsider the adequacy of the deregulation for small-scale areas (2) Although the preferential treatment has been introduced for roadside part greening, it is unlikely effective (3) The forms of an apartment site and a row-house site are different, therefore it is apparently effective for each type to have its own fitting greening guidelines (4) Parking lots are a big factor in non-greening open spaces, so guidelines for greening parking lots need to be issued (5) The meaning and necessity of a control method considering green continuity was reconfirmed.

Some Urban Parks are suffering from lack of management, which can lead to further decay of features/facilities and possibilities to cause vandalism. The U.K. government introduced the Urban Parks Programme to regenerate and manage urban parks. This paper aims to illustrate the regeneration process of Leazes Park, a historic urban park in Newcastle upon Tyne by examining landuse changes and related systems. From the results, Leazes Park had once faced to the crisis of the loss of park itself due to the lack of management and pressures from developments. The characteristics of the process can be said as the regeneration by the Urban Parks Programme, regeneration of the features at the originally established times with new features to meet with the needs, and partnerships of management and cooperation.

The propose of this study to identify the landscape resources around the historical road of Nikko which has not been designed until today by the Cultural Landscape Act. The method of this study is to observe the transformation of the rural landscape which indicated on the cadastral maps of 1898, 1945, 1959 and 1990, using cadastres from 1898 to 1959. This paper shows how the Nikko road landscape has changed from 1898, by developments of buildings, construction of railways and service roads. The landscape along the Nikko road maintains fragments as elements belonging to the historical landscape. The conclusion proposes to preserve the landscape around the Nikko road as an integrated environment, by using in the future the landscape ordinance.

The purpose of this study is to clarify the characteristics of households and establishments that use historical wooden houses in the historic center of Kanazawa City, the trend concerning the inheritance of such houses, and the effects of restoration subsidy systems by Kanazawa City. It was found that the households are severely aging, houses are mostly inherited by family members, and that the majority remained uncertain whether or not the house will be inherited. Among the three restoration subsidy systems, the one including improvement of bathrooms and kitchens were most often used by those who didn't inherit the house from family members. It was also found that those who used the subsidy system were more aware of their houses' value.

This study aims to be a first step for examining the landscapes of the settlements, which are not under Landscape Planning System and Projects. As a case study, in this research, Arata in Hyogo Pref. were analyzed. The following surveys and analyses were done 1) grasp of present condition of settlement space, 2) analyze of structure of landscape that resident evaluates; 3) forecast of change in landscape of the future. As a result of this paper, these were cleared that 1) the frame of the settlement such as the composition and shape of road and position of the buildings and so on in the site, are sustained, though the designs such as buildings and walls have changed, 2) there are five types of landscape that the residents evaluated. As for them, there is the possibility to be destroyed by the residents' individual replacement in the future.

The central of Jyohana in Nanto city are famous for the traditional festival. From 1997, the national road No.304 that run through the area had the road widening construction. Then the new rows-of-houses appeared along the road. This study aimed to verify the direction of the design of appearance of house that the guideline expressed by sentences and how the owner of the building had recognized the guideline. And also it clarifies the relation between the difference of the recognition to the guideline and the difference of the concern to construction of the owner in the building. As a result, the designs of past buildings were used as a common image and they put it up for their new buildings.

This study aims to clarify the transition of residents' opinions in articles on local newspaper "Takayama Shimin Jiho", comparing community development with the expansion of tourism in Takayama, which has achieved remarkable development as "Machinami sightseeing area". Analysis shows that, in Takayama, political measures and residents' opinions are relatively according with each other in the community development aspect. However, in the tourism aspect, both of them lack consistency, and about growth as a sightseeing area and its direction, there was the conflict between them. In addition, the distortion of local economy by increasing dependency on tourism industry was shown in resident's opinion in recent years.

The International Tourist Bureau (ITB) of the Ministry of Foreign Affairs organized the International Tourism Committee (ITC). The National Parks Law was 1931 proclaimed. 3 months after the proclamation ITC invited twice some of authorities or experts of mountains (alpinists, skiers, writers etc.), who had been in European Alps and winter resorts. The mountain-authorities introduced some of cases of ski resorts, mountain railroad, hotels, roads, traffic facilities but pointed problems of the status quo in Japan, especially in Kamikouchi. The problems in Kamikouchi of road planning and nature conservation became a issue of this meeting. Japanese Government and ITB regarded Switzerland as a succeeded country by the Alps tourism. They sought the possibilities of the success way of mountain tourism and had no interest to the damage by the mass tourism in Alps, although some of authorities pointed out.

The definitions for health resorts in Germany describe principles of medical health cure and particular requirements for categorization. Actually health resorts in Germany are places which have high quality standard of living and environment. People in Japan are almost more interested in hotels and their hot springs. In my opinion Japanese hot spring resorts "ONSEN "should be also looked at as a whole, taking environment, urban development, medical health cure and relevant tourism into consideration. This paper aims to clarify the characteristic of street dancers seen in the urban space, the spatial characteristic of dance spots, and superintendent of dance spots. Findings are as follows: 1) Street dancers specially demand to the accessibility and concentration of dancers. 2) Through the interview survey, 71 dance spots are found around Tokyo, and found that 21 spots are presently used. Many of them are around station and located beside large scale structures. Dancers prefer the facility circumstance that is similar to dance studio. 3) Street dance is permitted only at 1 spot and tacitly permitted at 8 spots, while dancers are restricted at 3 spots. At the others, they have no management policy yet. However dancers mainly take place where the management is not so strict now, once superintendent recognizes street dance as problematic, street dance may be prohibited soon.

"Scenic Byway HOKKAIDO" refers to roads through local resources such as Hokkaido's own landscape,nature,culture, etc., aimed at developing characteristic Hokkaido. Its main theme is to build a beautiful landscape that can be enjoyed from these roads. Landscape viewed from roads designated as "Scenic Byway HOKKAIDO" is understood as a continuous sequential landscape and was quantitatively evaluated in this study. The study aimed to categorize Hokkaido's road landscape. Complexity of road landscape was evaluated using a quantitative method with Fractal Dimension. Furthermore,categorization was made with compositions of road landscape, resulting in three categorized types of road landscape and clarified characteristics of Hokkaido's road landscape.

In the circumstances where city tourism plays a vital role to activate the city, there would be more chances to make people attracted to the city if we can develop people's interest in the whole city from their interest in the segments of information on the city. In this study, we clarified the fact that area-guide books about restaurants in Osaka tend to mention accumulation of restaurants as the regional characteristics of the city, and that the information on restaurants is connected with the city's characteristics. It was proved that, however, people become interested in the whole city when they have an access to the information on certain regional characteristics such as the commercial features, buildings, or the history of the city.

Traditional court decisions, including O-fuji Court Decision, considered the streetscape should be preserved only when the streetscape has a historical and cultural value or when free construction is restricted by the municipal bylaw, however, Miyaoka Court Decision assumed the preservation of the voluntarily preserved streetscape as legitimate, for the same logic of Wechselbezüglichkeit. Using a structural equation model of perceptions of Kunitachi citizens, we prove that the difference between these two court decisions corresponds to the Communitarian Scale, which describes the tendency of recognizing the preservation of the voluntarily preserved streetscape as legitimate, and then the scale is increased by the preferences of individuals, and the perception of externalities of one's action, and is decreased by the conformity.

Traditional buildings are still utilized for houses and store although they have been destroyed steadily especially in last decades, It is urgent need to preserve and utilize them for such as houses or stores. This paper try to clarify evaluation structure of citizens' consciousness toward preservation and utilization of historical buildings based on a case study in Kanazawa City. A questionnaire survey was carried out to collect citizens' evaluation by random sampling. As results of study, Citizens who have experience to reside the historical buildings tend to feel more importance for preservation and utilization. Using CVM the estimated value for preservation and utilization is \1,000/p or 1,561/p.Evaluation structure of citizens' consciousness is also estimated using factor analysis and covariance structure analysis.

The aim of this paper is to make the issues related to present height control regulations clear, and to discern valuable features of districts, in order to determine which aspects of height control are more effective and should be implemented. Based on statistical and spatial data of Yamagata City, the tendency of construction of highrise buildings and their distribution under the present regulations is analyzed. Through a survey of highrise buildings and their surroundings in detail, the study results suggest four types of treatment are necessary to make the present control system more effective in regulating new highrise buildings while sustaining desirable features of districts.

Consequently, conclusion from this study brings a taste of learning for scene preservation.

Recently, the interest for outdoor advertisements has increased. And various arguments concerning the appearance of outdoor advertisements are done. But, the advertising contents have produced big effect on districts. In the future it is necessary to pay attention to the advertising contents. This paper aims to study the relation between the roof advertising space and the regional business-type composition in commercial districts. A fieldwork was conducted to grasp the contents, expression techniques, and targets of roof advertisements. Another surveys-sampling advertisers and town planning groups-were carried on to examine the consciousness and its formation factors, towards the roof advertising space. The conclusions are as follows: 1. The advertising strategies of enterprises form a variation of roof advertising space. 2. The characteristics of the districts are one of the most critical factors that decide the roof advertising space.

The purpose of this paper is to clarify the influence of the "Participation in Streetscape by Red ones" on the image of streetscape. We surveyed the differences of images and perception of streetscape, comparing citizens who participated in "Participation in Streetscape by Red ones" or not. As a result, this study was able to indicate the possibility of "Participation in Streetscape by Red ones" as a technique for grasping the many-sided streetscape. This paper aims at suggesting technique to see through a boundary and a viewpoint of a design. As analysis technique, we used figures of cross section and performed fieldwork. Five rivers of Kyushu are analysis objects. Based on these, we analyzed these from shapes and aspects.

Especially, adoption of abortive process influenced control of signboards. 2)"Water City of Hiroshima" framework and negotiation system affected enrichment of investments making more attractive the waterside area.

This paper aims to show the function of Jikkyo (ten selected places) in Zen Buddhist temples focusing on the territory of Tenryu-ji temple. The previous use of the land, the meaning of Geju (Buddhist poetry to show its heart) written by Soseki Muso who founded the temple and determine Jikkyo of it, and recognition of the Landscape area in Tenryu-ji in later years were studied and investigated. As the results, the following were clarified. Soseki Muso tried to create one Landscape Area of own ideal world by applying previous land use, natural condition, and historical meaning. It was clarified that Jikkyo consists of two kinds of functions: one is to play a role in another context connected abstractly with the place; another is to be nuclear of the place for next developments. Jikkyo could be understood as the initial planning to create ideal Landscape Area.

The consolidations of water supply under the merger of municipalities are materialised in recent years, however, importance and effectiveness of consolidations are great issue. The purpose of this paper is to clarify the situations and issues of water supply management under the merger of municipalities. The paper firstly clarifies the situations of water supply management, particularly the price of water. From the analysis, new price under the member of merged councils is decided not only the lowest price, but the type of merger. The study economically identified a limitation of expansion of the area. Accordingly, re-examination of area size, also re-consideration of advantages is highly important for water supply under the merger of local municipalities.

This study is on the project of forming the community zone at Wakahisa district in Fukuoka-city. We researched the process of agreement and opposition between the conference and the resident by analyzing the conference minutes and the interviews to the dissenters and the conference members. It became clear that the mutual communication, sharing of information and flexible response to the dissenters were required to promote the agreement at the beginning of the project. The opposition causes the careful supply by the conference members to the residents, the interest of the residents for the project and the deeper discussion by them. As an effect, the community of the district strengthened.

Land Readjustment system originated in European countries, was greatly improved and applied to many places in Japan to solve various urban problems. Nowadays Land Readjustment is applied in several Asian Countries which suffer from rapid urbanization. Thai government formally started the examination to apply Land Readjustment in 1992 based on a cabinet approval. Since then Japanese government offered the technical cooperation to Thailand, which resulted in the enactment of Land Readjustment Law 2004 in Thailand. This study clarifies how Japanese Land Readjustment was modified to suit for Thai society, and proposes the ways to promote Land Readjustment. Then this paper discusses the matters to be considered for the transfer of Land Readjustment institutional system based on the case study of the transfer of Land Readjustment method to Thailand.

Recently, cost effective development is essential for all the public projects. On the other hand, development by the event, particularly facilities constructed for the international sports event, is rarely used after the festivals. This paper deals with the needs of urban development for sports event, and attempts to clarify how these event affect to the public and local economics. The study firstly reviews the choice of places, followed by the data analysis of construction, daily use and the finance. As a result, evaluation of after the festival use is highly important, because the poor maintenance and limited number of use are problems. Also running facilities by the private sector must be considered for reducing the maintenance cost and receiving quality of services.

Since 1960s, urban area in Tokyo Metropolitan Area rapidly developed with public transportation under the economic growth.. However, segmentation of residential area and frequently closed railroad crossing are typical problems along the railways. Tracking this issue and making urban spaces in a packed residential area, the overhead railway projects are highly adopted and progressed. This paper deals with spaces under the overhead railways and clarifies how these spaces can be effectively used .From the analysis, the use of spaces under the overhead railways, it has strong relationship between land prices and the daytime & residential populations. Particularly, western parts of Tokyo, they have a number of spaces are not actively used; accordingly, great potential spaces are identified from this study.

The fundamentals of finance are developer's and beneficiaries' responsibility. City Government role is a chair and give an incentive of FAR bonus. This method encourages communications among many organizations, makes easier to solve problems and developers projects more effectively rather than a single subject. This method can be applied for various projects.

The purpose of this study is to develop a teaching material for town planning and to verify its utility. Firstly, among various rules, we developed a teaching materials that children could visually learn three rules, building coverage ratio, floor area ratio, and setback regulation. Secondly, we practiced a workshop of making a model of house. As a result, we verified that children could understand three rules and their interest toward architecture and towscape were possibly enhanced. Also, we clarified the possibility of this materials to raise creativity of children and to become teaching materials for adult. On the other hand, we clarified that some problems of workshop program may be handled by using the teaching materials effectively in town planning.

In this paper, three different methods of teaching were tested at an elementary school to compare them in terms of the effectiveness of traffic safety education; the first one is a workshop to let students discuss the dangers in the photos, the second one is to watch a published video about bicycle-riding, and the last one is to play an original environmental game oriented transport. After the experiment, participants' attitudes toward bicycle traffic safety increased in three groups, especially in the video group, but in one month their scores returned to the level before the experiment. Their behavior also changed in the workshop and video groups one month after the experiment. They could participate in the workshop group most positively and independently.

This study aims at the problem and ideal presentation of the land use management plan settled on independent and actively by taking up those of Hotaka Town and Matsukawa Village settled on to deal with the problem on the land use. We clarify that Hotaka Town where correspondence is delayed has become a situation that could not help widely including the Agricultural Promotion Farm. On the other hand, Matsukawa Village has been able to control the designation of the development inducement area depended on the Agricultural Promotion Farm by taking the support measures. However, to Matsukawa Village there is a problem that the review at the planning horizon was compelled. Therefore, so as not to be loosely designated the range to induce development, the mechanism of the early approach and the appropriate consensus building for the zoning is necessary.

This study discusses the necessity of land use control from which the correspondence is attempted at the whole urban area for the Matsumoto urban area in Nagano Prefecture. We clarified that development has been occurred in the surrounding local authorities with the loose regulated area rather than in Matsumoto City that has been divided. And we also suggest that those surrounding authorities newly designs the city planning area or aims at the land use control by the original approach but the estrangement of the land use control in the urban area cannot be canceled. In the Matsumoto city region, the land use control with correspondence is necessary.
