In ancient literature, rumor worked not only poetically but also politically. For the style of rumor was often used in satirical poems to literally cast the establishment to the wind. Probably this literary devise was first attempted in Nihon-shoki and then further developed in Kokin-shu. Thus rumor became such an indispensable factor in the development of poetics that no editorial work of selection was done without taking it into account.

Both in Kojiki and in Nihon-shoki, there is one chapter written for the Emperor Sujin in which the episode of the Takehaniyasu rebellion is included. In both versions, a prophetic poem plays an important part that is to foretell and prevent the rebellion. Each poem, however, is quite different from the other in tone and style. While the poem in Kojiki gives a direct warning of treason against the emperor, the counterpart in Nihon-shoki is deliberately written in an enigmatic form, interspersed with mysterious phrases like "playing with a princess."

"Hitogoto," a poetical term used only in Manyo-shu, means "rumor" that plays a major part in love poems. But it is not a mere poetical device for love songs but a more comprehensive concept. In a dirge by a Buddhist nun named Rigan, for instance, "hitogoto" assumes political implication, for, in the dirge, it is by means of rumor that the public can feel the emperor's virtue anytime and anywhere.

There was a rumor that Ariwara-no-Narihira had illicit intercourse with Saiguu at her house in Ise. At first it was regarded as pure fiction, but in the course of time it came to be believed that it was based on what really happened. Then out of the "true story" came another rumor that a boy born in their love affair was adopted into the Takashina family. It is said that the latter first appeared in Fujiwara-no-Yukinari's Gon-ki, but probably it was added to the dairy later in the time of the ex-Emperor Shirakawa. This interesting case offers a good opportunity to historically trace the complicated process of rumor-making.

According to some books of the early modern times, rumor plays an important role in forming history. In fact, it has often worked as one of significant agents that caused political and cultural changes. Like the "desperate action in the blind time" (Shinobu Origuchi), it exerts a formidable power. In the Heian Period, rumor really served as the mighty media through which the movement of history could be prophetically anticipated. In addition, it had much to do with the development of literature, for the prophetic potential of rumor was eventually stylized into literary omniscience.

Under the great influence of Kunio Yanagita, the analytical work of folklore and folk narratives has been centered on "seken-banashi" or gossips. But Yanagita also recognized the importance of "uwasa" or rumor though it is left almost untouched in folklore studies. In this article, I will focus on his definition of "uwasa" and examine its etymological relation to "fubun" and "yogatari," the ancient words that are said to correspond to "seken-banashi."
