Proposed methodologies for the formulation of development strategy for artisan craft promotion needs careful verification as to whether they are applicable and effective in the given socio-economic environment. The central element to be considered throughout this paper is integration of traditional values and its practical application in its formulation. The paper firstly examines the required policies and expediency of a development master plan. Then, it investigates various functions of support institutions including a Traditional Craft Village. At the craft producers' level, it analyses a cluster development concept; proactive use of embedded Business Development Services (BDS) offered by international retailers and NGOs; and market development concept with market segmentation and establishment of a brand name. The paper sites, as a concluding remark, the public and private sector joint initiatives for the development strategy implementation.

The paper presents analytical basis for establishing a national artisan craft promotion centre with a tourism component. The paper introduces the experiences accumulated in Mishima, Fukushima Prefecture and Asuke, Aichi, Prefecture in Japan, then the actual pre-investment study carried out in Ninh Binh, Viet Nam as well as the advisory service project for preparation of the opening of the Village. It makes an investigation into the economic viability, social impact, and possible technical cooperation areas for a traditional craft village. The village acts as a technical and managerial service provider as well as contributing to the regional development through tourism. In the end, the paper identifies the critical areas, which helps developing countries advance the idea of a Traditional Craft Village to the implementation stages.

Many traditional crafts inherited by minority tribes in Viet Nam are disappearing from the mountainous areas due to the changes taking place in their daily life. Two surveys in 119 and 1999 investigated the following crafts -(1) silver metal works, (2) bamboo crafts, (3) woven and dyed fabrics, (4) pottery, (5) blacksmith products, (6) craft paper, and (7) stick incense. The paper highlights their marketability in light of possible future preservation and promotion. The first three crafts can find potential markets applying their traditional values. The last three may be fading out as the demand diminishes. The crafts of (2), (3) and (4) have good prospects of transforming into innovative crafts. The paper identifies the common problems and elaborates the possible solutions for necessary action. Implementing a master plan study is one the recommendations of the second survey and the Vietnamese Government completed it under JICA's technical cooperation program in 2003.

For the expression of feeling of texture with 3D CG, the texture mapping technique has recently been dominant. In this study, we propose an expression technique with particles that can make one feel tactile texture by visualizing invisible objects. Moreover, using the SD method, we have evaluated what influence the technique can have on the human mind. From a factor analysis using the evaluation results obtained, we have clarified the human evaluation structure of the expression for a sense of touch by visualization with particles. The structure consists of two factors, a factor for a feeling of rough and elasticity, a factor for a feeling of moisture. Additionally, using a multiple regression method, we have examined the correlation between the two factors and the motion parameter values of the images visualized, and found that the parameters for the "friction" and "bound coefficient" of invisible objects and the "size" and "quantity" of visualized objects are strongly effective than the "gravity".
