    The Iraqi attempt to develop nuclear weapons which was detected in 1991 made the world recognize the need to strengthen the nuclear non-proliferation regime. In the field of export control, the Nuclear Suppliers Group had implemented export controls on nuclear materials and equipments since 1977. In addition to this, the group introduced, in 1992, the control of nuclear-related ‘dual-use’ items such as machine tools and carbon fiber, which are usually used for non-nuclear products but can possibly be used for nuclear activities.
    Also, the control guidelines of nuclear export, which had already been under control (such as the transfer of nuclear materials), were made stronger by introducing the full-scope safeguards by IAEA as a condition of the transfer.
    The reinforcement of the nuclear export control regime should be appreciated from the viewpoint of preventing nuclear proliferation. However, this implies an increased flexibility of the regime entailing difficulties of export control and a need of harmonization among participating countries. Some directions, such as introducing more rigorous rules, promoting information exchange and enhancing transparency, are suggested to improve the regime.

    Nuclear Power Engineering Corporation (NUPEC) has completed the proving test for thermal-hydraulic performance of high burnup 8×8 fuel assembly. The high-burnup 8×8 fuel is a new type of BWR fuel assembly. New concepts such as ferrule type spacer and a large diameter central water rod are introduced in order to improve the thermal margin and reactor shut down margin for the higher uranium enrichment. The purpose of this test is to prove the thermal-hydraulic performance of this fuel and to verity the current BWR thermal-hydraulic design base.
    The tests were carried out in an out-of pile test facility that can simulate the high pressure and high temperature conditions of BWRs. An electrically heated test assembly simulated a BWR fuel bundle on full scale.
    The current BWR design method was compared with measured thermal-hydraulic data (data for critical power under steady state and unsteady state conditions, pressure drop and flow induced vibration of fuel rod). It was verified that the current BWR core design base has the enough reliability.

    In parallel processing of Monte Carlo (MC) codes for neutron, photon and electron transport problems, particle histories are assigned to processors making use of independency of the calculation for each particle. Although we can easily parallelize main part of a MC code by this method, it is necessary and practically difficult to optimize the code concerning load balancing in order to attain high speedup ratio in highly parallel processing. In fact, the speedup ratio in the case of 128 processors remains in nearly one hundred times when using the test bed for the performance evaluation. Through the parallel processing of the MCNP code, which is widely used in the nuclear field, it is shown that it is difficult to attain high performance by static load balancing in especially neutron transport problems, and a load balancing method, which dynamically changes the number of assigned particles minimizing the sum of the computational and communication costs, overcomes the difficulty, resulting in nearly fifteen percentage of reduction for execution time.
