In this study, author studies about standard of the readjustment plans of arable land in prewar times, the relation with building line and the urbanization in the readjusted block. As the result, the readjustment plans of arable land has the standard of the block size and the load width. But, the block is oversize for residence, then, it needed the building line.

This article deals with the birth of the thought of zoning (abgestufte Bauordnung) in Germany. From the middle of 1870s, it was gradually recognized among german reformers that it was necessary to treat the building regulation in new urban areas separating from old urban areas. In 1893, Adickes and Baumeister presented the following comprehensive thought of zoning officially at the 18th meeting of german area, outer area and surrounding of towns. They aimed through the zoning, especially the control of building-density, to control the price and to make a healthy housing-conditions in new urban areas.

The comparison of the quantitative evolution of the population and of that of the buildings reveals a contradiction in certain quarters of Paris, where the number of the buildings decreased while that of the population increased during the first half of the 19th century. This contradiction lead me to an estimation of the morphological transformations of the urban area. I came to a conclusion that the attachment of constructions to the existing buildings enabled the increase of the population in the much-densely-inhabited area.

There are a certain sorts of typical streetscape type for sure, which are supposed to be connected with the originality or identity of each place within a city. Based on a series of research products by the author, including those on the relationship between place name and image of the region, study on the associational relation to streetscape and research on the basic types of street scape, an experiment about the grouping of streetscape photos was carried out choosing the region largely occupied by residential landuse (Maiko area in Kobe city) as a case study. Methods of multidimensional scaling were applied for analysis, and the result confirmed that there exists polarizing structure of streetscape even in a realtively small region. It was considered that these types are representatives of major thoughts in the planning and design of urban space.

This study field is where there have not been planning of delimitation of the streets or land readjustment and where have become urbanism one by one without planning. In like that area, this is studied about the history of forming the streets network for about 100years. Especially, today there is big problems in distribution streets in that area, because in spite of narrowness of these streets, there are too many volumes of vehicle traffic and it is very dangerous for pedestrians to walk in these streets. This study makes it clear that these streets had already been formed about 100years ago.

In urban areas, many building sites have not connected with the road more than 4 meters in width, so Building Standard Law of 1950 has an article for exception. Those are covered by the “42-2 road clause” which indicates the building must recede at the time of rebuilding. In this paper, the authors intend to consider the solution related to the widening of those roads. The conclusion suggests that some subsidies are necessary to be widened those narrow roads.

The aims of this paper are to find the planning problems of shopping street areas and their adjacent blocks and also to discuss how the planning should be for these districts. The researches, this paper based on, were conducted in four shopping districts in Sapporo city. In this article, the author proposed that two different scales of units which had been found through the research with historical approach should be used in improving the environment of high densely building blocks lacking infrastructure. The smaller units were formed with a parcel of agricultural land whose area was 300㎡~500㎡ and, and about then dwelling units and small common space were included in the units. The bigger units whose area were 1500㎡~3000㎡ were divided by ownership.

Teikichi Ibe is the first that set the theory of subdivisions designing lots and blocks relatively to amenity such as daylight, air and usable open space, after the Great Earthquake of 1923. This theory was completed in the reconstruction work in Tokyo and Yokohama. This article foucuses on the changes of landownerships and its implication to the local development process. Through the case study of Honmachi, Shibuya-ku, it was found that 2 chome area (including previous agricultural settlement) and 5 chome area (at a distance from the settlement) show the distinctive change patterns. The former now retains about the half of the pre-war landownerships, and its environment is stable even if the landownership had changed.

This article difines a mixed land use area in the Tokyo-Ku-Area and selects 4 typical districts there. Through 4 case studies of the industrial land use in the districts, it was found that mixed land use areas in the Tokyo-Ku-area are of two characteristic types: one type shows dynamic change and the other does not. Finally, improvement policies are proposed, whereby we may improve mixed land use areas in a variety of ways suited to the characteristics of the districts concerned.

This paper attempts, first, to make it clear that, in England, formal and informal beauty of suburban residential area is shaped through the planner’s value-judgement on design as visual matter in the development control process. It then explains three kinds of design control methods by local planning authorities, i.e. Design Guide, Design Brief, and Control by Informal Discussions, and gives the definition of Design Guide from seven different viewpoints. Finally, it analyzes the contents of typical Design Guides and clarifies the implications when we try to adopt the similar method in Japan.

As Japan experienced the rapid motorization after the Second World War like other industrialized nations did, various social problems have been caused. This paper investigated the present states of neighbourhood communities in Setagaya, Tokyo. This report aims to discuss the degree of mobility and characteristics of trip frequency for disabled persons in Machida area. We studied 1) the relation between restriction in mobility degree of handicap, 2) trip frequency relation the degree of handicap and mobility, 3) the desired frequency of trips, causes of abandonment of plans for trips and so on. We can conclude that trip frequency is influenced by the severity of degree of handicap and mobility. Severely disabled persons have a tendency to abandon plans to go out although they generally wish to go out more often than they are able to do at present. A significant reason is that suitable transportation is not supplied for them.

We estimate the future transportation demand of the elderly in a city where private transportation modes are dominant. The procedure to estimate them and the estimation results are shown in this paper. The main argument of the estimation procedure is to distinguish the elderly who have their own cars from the others. Our results show that the number of the elderly in 2000 will be 1.8 times of the present one and the future traffic volume of cars driven by them will be from 2.3 to 5.4 times of the present one.

The survey of the car parks regarding their capacity and area in the central district of Kanazawa shows that the rapid increase rate of parking area causes the demolition of historical sites. Loading facilities are a basic part of the modern community’s transportation system, however, there are few studies about loading activities and standards for the facilities for pick-up and delivery vehicles non-existent in Japan. This research describes essential characteristics of certain existing truck freight service areas and present a simple method for determining loading space requirements which can be used as a guide line to reduce traffic congestion in commercial areas. This research is necessary as the first step toword planning a zoning code for commercial areas.

Increasing attention has been directrd toward urban goods movements problems in recent years. One of the most popular plans is the freight transport by joint contract carries. This paper aims at establishing the methodology for assessment of the impact of this plan. Impact assessment model consists of two modal choice model to estimate the share of contract carriers and joint contract carriers, model to determine the optimal truck number and routes, and model to calculate the magnitude of impacts.

The growth and rivalry of commercial centres situated around a railway station could be explained by the stock of such regional wide transportation facilities as railway and trunk road which connect commercial domain with C.B.D. (“external stock”) and the stock of urban roads and parking facilities in the C.B.D. which contribute to the increase of space supply for commercial activities (“internal stock”). This paper describes the estimation of a disaggregate joint-choice model for destination and travel mode for non-grocery shopping trips made on sundays. The data ware collected for the purpose of this study in a local city Nagaoka, Niigata. The alternatives are two destinations and four travel modes. Estimation of the joint-choice model proved to be feasible, and statistically more acceptable than the conditional-choice models. The aggregate elasticities of the joint-choice model were examined to gain the short-term effects of transportation and commercial policy options.

Transport facilities, in general, give not only plus effects on users but also the negative effects on the residents along those facilities. Therefore, in the evaluation of urban transportation planning, the balance of plus and minus effects should be considered. In this paper, we analyzed the residents’ evaluation of trade off between convenience of urban transport facilities and their environmental impacts by aggregate and disaggregate type methods based on psychometric scale. As a result, the relative weight of each factor was estimated, and the variance in evaluation between socioeconomic attributes was captured.

This paper presents a new method for evaluation of road network system in terms of accessibility weighted by trip frequencies, and shows some a certain road network under consideration is done by comparing its weighted accessibility with that of the completely connected road network as an ideal network. Thus, this method makes it possible to compare various types of road network among different cities, and to rate the effect of an improvement of the road network system.
