Recently, it has become very important to involve residents inthe early stages of forming the infrastructure improvement plans. Many attempts such as ordinary questionnaire surveys of residents' preference and opinions have been examined in many local governments. Worshops also have been carried out for getting the detailed information on the residents' needs and of promoting the voluntary town planning activities. However, there may be some difference between the residents' preference and which are got through workshop and those which are got through surveys. In this paper, by analyzing the data obtained through the workshop conducted in Toyohashi we will clarify the extent and direction of the effect of the workshop on the residents' preference.

Winter sidewalks of the snowy and cold regions causes fall down accidents with declining of pedestrian's mobility due to snow and freezing of the road surface. Though several countermeasures are taken, the suitable winter road surface maintenance technique not to have an excessive financial burden is being desired from the recent strict financial circumstance. Various frozen sidewalks were reproduced in the citizen participation type event for the purpose of advantaging and overcoming snow, the "Fuyu-Topia-Fair". The subjective mobility (the easiness to walk) evaluation on the each maintenance level was done by the conjoint analysis through the walking experiment on the reproduced sidewalks by participated citizens of the event. As a result, it was found that the existence of the abrasives (the difficulty to slip) and the unevenness of the road surface influenced largely to the subjective mobility evaluation.

We frequently see the phenomenon that entrance of station is congested with crowds of people. To put this crowding to rights, we need to make this stopping crowds to be led, by preparing the space where is easy to stay. Therefore, this report's purpose is to be one of guideline of the space preparation that is easy to stay, by observation of the pedestrian stopping phenomenon. We selected the case in south entrance area of Shinnjuku station, for the level of crowding is high and open space is planed there.

Actual conditions and passenger consciousness were investigated on the community bus operated in Nisshin City, Aichi prefecture. As a result, it is clarified that the passenger who live more than 300m apart from the private bus stop uses the community bus frequently and need this bus as their daily transportation. As the purpose of getting on the community bus, the users without fare go to a hospital while the users with fare commute and go to school. As a result of analyzing a questionnaire from user attributes, the community bus in Nisshin city is indispensable for the elder, especially, living apart from a private bus stop and support their lives as going to a hospital and shopping.

The handicapped in mobility have difficulty of transport in flexible ways. Flexibility of travel behavior means 1)ways of transport available without reservation or preparation in advance, 2) ways and routes which are changeable when needed, 3) safety in case of trouble or unexpected situation. This paper shows the result of a research about flexibility of travel behaviors of handicapped persons in wheel chairs who uses special transport service in Naha city. Most of trips are prepared in advance, because their main measures of transportation are special transport services. Some trips with monorail are carred out in unplanned way. Most of the cases of change in planned trips are the added trips with wheel chair into a set of planned trips. And few cases of total change of planned series of trips were found. Consequently total combinations of various transportation means are important to improve flexibility of their tranvel vehavior.

There has been increasing interest in developing pedestrian support systems and barrier free sidewalks, and new systems are expected to be introduced in the future. This paper describes a navigation system for selecting the easiest route for wheelchair users in urban areas of Sapporo City using indices for quantitatively evaluating sidewalk evenness. The system utilizes the Dijkstra model with the calculated evenness index for the sidewalk. The optimum route can be displayed on the GIS using the Dijkstra algorithm to verify the measured longitudinal sidewalk profile.

In designer selection of planning public facilities, most adopted methods are bids. But it is important that we take in citizen participation in designer selection to plan superior public facilities. Therefore this study clarifies an operation system, process and the realities of participation systems in Niigata Station and Station Square Competition. The conclusions are as follows. 1) East Japan railway company was a negative attitude. 2) Opportunities of participation were secured with three stages before twice suggestion and at last examination in designer selection stage by a positive work of a civic organization. 3) The citizen got satisfaction by public examination and making of a separate volume of an essential point. 4) It is necessary for enterprises to work on citizen participation positively and a concrete place of discussion with citizen and designers before the second suggestion.

Recently, the idea of "Penetration" that means an expansion of a public transportation service to the suburban residential area has been broadened. However, it is difficult to improve those services because they are scarcely profitable. Considering that the senior citizens, children and handicapped persons living in the suburban areas are in poor conditions to get the service of public transportations, the improvement of public transportation services in these areas are expected. In order to promote this kind of services, this research is to calculate the benefits brought about by the improvement of those services by using the Hedonic Approach.

Kenworthy and others have indicated that the automobile utilization factor increases in metropolitan areas all over the world, in accordance with reduction of population density in urban area. For the purpose of clarifying the theoretical background, we constructed a simulation model which calculates the number of possible commuters to CBD by restricting road ratio and floor area ratio in CBD. On the basis of the simulation trials, it was clarified that an automobile-dependent city needs large traffic space in comparison with a transit-dependent city, which endorses the study results of Kenworthy and others.

In the areas suffering from traffic congestion, they plan to construct new road to alleviate the congestion. But some people argue that the construction of new road generates additional traffic and the congestion will not be reduced by this induced traffic. So it is necessary to consider the induced traffic in travel demand forecasting. In the latest studies, one such model is constructed, that is 4 level combined travel demand model. The purpose of this study is to reveal the performance of this combined model. We implement backcasting analysis in the Tokyo Metropolitan Area by 2 models; this combined model and traditional fixed OD models, and compare the two results with the actual data in respect of destination choice, mode choice and link traffic flow. As a result, we show that the prediction accuracy of this combined model is better than that of traditional fixed OD models in these points.

Mobility Management(MM) is soft transportation measures for the purpose of inducing people's voluntary travel behavior change from car use into sustainable travel mode such as public transportation, bicycle, and walking. In Japan, there are several case studies of MM, and significant effects for car use reduction were reported. However, MM in Japan is currently only experimental, and is not implemented widely. In this study, we report current situation of MM in United Kingdom by document survey and interview. Based on the survey and the interview, we made suggestion toward Japanese urban and transportation policies.

Regulations to adjust supply and demand of bus service are repealed, and subsidization for local bus was modified because of a partial amendment of the Road Transport Law in 2002. Former subsidization was conditional on cross subsidy but is changed to a subsidy system per bus route. Transport density and the rate of revenue and costs are usually applied to assessment to expend public subsidy in operating bus service. However, these indexes overlook factors such as business effort as bus services supply under minimum costs. Then, the aim of this paper is to develop an evaluation method of business management condition per bus route in order to distinguish the subsidized bus route efficiently. This method reflects operating condition for inside and outside business environment of bus route.

Since the number of bus-users has been declining each year, business conditions of route bus services are very serious. Furthermore, Supply-Demand Adjustment Restriction was abolished in 2004 so service levels might be lowered by withdrawal of unprofitable bus routes. In order to maintain publicness of bus service, we need to consider not only the evaluation of the economic viability but comprehensive characteristics of bus routes. In this study, we develop methods for comprehensive evaluation of efficiency using Data Envelopment Analysis and evaluate efficiency of bus routes in the city. Moreover, we show concrete ideas for the betterment of inefficient bus routes.

The Large-Scale Retail Stores Location Law enacted in 2000 is uniform across the nation and does not reflect the characteristics unique to local cities. Therefore, many local cities have traffic problems attributed to large-scale retail stores. Thus, this paper discussed about the local standard for calculation of parking capacity in local cities as the solution. The local standard is obtained from the field surveys in 2002 and 2004 in Tochigi prefecture. From the result of the survey, this paper proposes the method t to establish unique standard in local region. Using this methodology, it is possible to set the local standard for other cities reflecting the different parameters of parking capacity.

This paper reviews an adaptable application of land use control in urbanization control area of local central cities. Under the amended city planning act, the local governments are able to create better land use conditions in urbanization control area by the ordinance. Our analysis in this paper aim at article 34-8-3 applied by municipal corporations of local central cities. As a result, we find that it is difficult to apply the ordinance effectively in urbanization control area. However we find that the amended city planning act is implemented flexibility to city problem by many local governments.

Paying attention to the first designation of area division, this study aims to clarify the condition and process of the designation in the local cities. From the analysis of 89 local cities and the characteristic cities at the designation, we clarify quantitatively and spatially that the designation of first UPA tended to be designated rather widely and it had influenced the expansion of UPA afterwards and the trend of the urbanization and moreover we clarify the process of the designation. After examining the results, we describe the necessity for changing UPA into a proper scale as a summary of this study.

This paper shows some examples which the city planning system was fallen into malfunctioning situation on controlling a regional sized retail store development, and tries to prove that the main cause is mismatching about the spatial scale between the development project and the administration body. The author makes clear the fact that, concerning the large scale private development project which exerts influence on region wide or the interests of municipalities compete with each other for its location, the administrative power in charge of not only planning but also permission of individual project should not be on municipal government, but on regional government. It is a basic principle of spatial planning system, even on decentralization policy.

Currently, necessities of height control are increasing, because a high building, which is higher than neighbor's building height, obstructs the view of surrounding landscape. In this study, we considered rationality in height control in height control zone. We defined rationality in height control as 'necessity of height control', 'rationality of technical criteria'and'rationality in procedure for citizen participation'. As a result, we showed necessity of height control should be located on upper level administrative plan. About rationality of technical criteria, height control level is influenced by designated floor area ratio, but rational explanation makes possible strict regulation regardless of designated floor area ratio. And we found that procedure for citizen participation like a public meeting provided a rationality to implement height control.

The purpose of this paper is to study the problems in operating the minimum lot area regulation to cope with lot narrowing in residential zone. We conducted surveys on the current state of building and land in the two case study areas in Edogawa ward, and investigated measures to ensure the effectiveness of the minimum lot area regulation. The results of our research clarified the following issues: 1) the extensive use of uniform regulation value cannot be effective in various characteristics of areas since it allows lot narrowing above a certain size and also causes clusters of nonconforming lots, 2) to ensure the effectiveness of the regulation, it is necessary to formulate block plans by surveying the details on the block scale.

The building agreement in one district cannot be continued if it cannot gain the consent of all the residents in that area. The purpose of this study is to analyze the factors which prevent building agreements from maintaining, and search for the strategy to continue the system. This study finds negative factors for the renewal, due to the complicated renewal procedure and the sensation of unfairness from inhabitants. In order to continue, the system needs to 1)control strictly over construction violations 2)smooth the renewal procedures 3)improve publicity information activities 4) fill up the legal vacuum period caused in a district when it is shifting from the building agreement policy to the district plan one.

In recent years, the importance of historic wooden houses has been appreciated again, but they are still decreasing because of the lack of repair funds. It is essential to examine methods to manage repair funds when dealing with local area's resource preservation. This study focuses on real estate securitization as a method to preserve historic wooden houses. Firstly, we examined effective securitization schemes for historic wooden house preservation and showed conditions required for these schemes to be formed. Secondly, we conducted consciousness surveys of Buddhist temples, Shinto shrines, finance companies, and a real estate company to grasp the problems occurred in advancing securitization and examined the solutions for them.

Cadastral survey is not going on smoothly especially in urbanized area in Japan. This paper compares the problem of cadastral survey in Urbanization Promotion Area with that in Urbanization Control Area. As results of questionnaires to city officials and covariance structure analysis, frequent changes of landowners and existence of joint owners in Urbanization Promotion Area make it difficult to verify ownership directories. But insufficient staff and budget for cadastral survey has greater effect on difficulty in defining boundaries than the hard work to verify ownership directories.

The number of PFI projects is increasing since PFI Act in 1999. On the other hand, the limited knowledge of PFI and lack of PFI sections at local authorities are found out as problems. This paper deals of PFI projects by the local authorities, and attempts to clarify how PFI projects can introduce to them. The study firstly reviews examination of subjects for PFI projects, followed by questionnaire survey and the financial analysis of the projects in Chiba city. The purpose of this study is consideration to the system of easing Floor Area Ratio(FAR) focusing on the Comprehensive Building Design System (CBDS). The results of this study are as follows. At first, analyzing standards set by local government, it became clear that the factors of the extra FAR by the CBDS were connected with public open space, and independently of the factors, extra FAR was equal to floor space of public facilities. In this study, the method of evaluation is to estimate the externalities of the public facilities using a hedonic approach. Some public facilities, for example historic buildings, distinctly have positive externalities in the neighborhood and gathering of some public facilities have positive externalities in extended area.

The purpose of this paper is to investigate the member composition of municipal city planning councils,in Kyushu region,on the background of that City Planning Law 2000 strengthened the councils'power. A questionnaire survey was conducted over 264 municipalities. The items of the questionnaire were 1)member composition of people of experience or academic standing,2)problems in appointing such members,and 3)utilizing temporal or special member. The major results are as follows:The number of councils that have the members of academic standing is not large. Although many municipalities have difficulties to acquire such disclose because of long distances between administrative office and universities/collages,some councils do not have them in spite of that the distances are short. It shows the lack of incentive to acquire academic members in the councils.

This paper aims to make clear the effectivity of community design learning connected with the local community choosing koshingai 4th park design in Kure city as a case study. The analysis is based on the data of questionnaires for children, their parents and participants of park design workshop and hearing surveys for teachers and support staff about the effects of community design learning. This community design learning as a project based learning has some effects not only for children to study the importance of citizen's participation for community design but also to prepare some visual drawings and models for proposal of park design at the workshop.

It is activated by using an existing resource on a nationwide scale in recent years. However, a historical area is destroyed by widening of the road. It is important to make smooth consensus building because confrontation between residents may be happened on account of the planned road being widened. From the investigation, we found that there is an intention that administrative divisions of about 80 percent review. And, based on case study in inuyama city, aichi prefecture, following points are revealed: 1) we divided the process of consensus building in inuyama into 4 steps. 2) in the discussion between residents, cause of confrontation factor for consensus building is the "comfortable to live"like traffic etc. 3) goal image of the city having become concrete, promote the consensus building.

This study focuses on the area effects and social exclusion of the housing poverty area in Korea. The Concentration of deprivation to the urban specific area has imposed restrictions on the life opportunity and social participation. The area effects may bedivided into the effect by the concentration of poverty and location, by service, and by the socialization and social network. The process and mechanism of impoverishment in the housing poverty area in Seoul metropolitan city by the above are effects are clarified in this study. Finally, the result suggests that the change of related institutions and organizations are required to be responded to the needs for these specific ares.

Korean government has enacted and implemented the National Land Planning Act since 2003 in order to cope with unplanned development activities around the outskirts of urban areas. The Act has been allowing a systematic management framework that includes applications of various urban planning tools to each jurisdiction. However, the Act has revealed several limitations due to the indifferent applications of urban planning tools to non-urban areas. These problems have already showed in City Master Plan developed at a few city governments under the guidelines of the Act. First, this research attempts to analyze the management problems of non built-up area planning by types of various legalized plans, such as Metropolitan Plan, City Master Plan, City Management Plan, and District Plan. Then this study suggests policy measures of improving the non built-up area management system.

The Simple Houses program has been a cornerstone of Indonesian housing policies for almost 30 years. It comprises low-cost housing production subject to government regulations and housing finance below market interest rates to customers of the houses. There are three principle characteristics of the program. Firstly it has needed quite a lot of resources despite the government's claim that the responsibility of securing proper housing lies mainly on people themselves. Secondly main customers of the program have been government employees. Thirdly the design of Simple Houses is monotony and does not reflect the richness of Indonesian nature nor culture. This article explores the early development of the program and points out the above characteristics derive from the concepts of the appropriate houses for the people under the Sukarno government.

In Thailand, some NGOs that promoted people's participation into urban and rural development were set up around 1992 and participation into development process was institutionalized by the government subsequently. During the Asian economic crisis, some projects that promoted participation into urban and rural development were conducted by international aid agencies and now participation into urban and rural development is becoming widespread. From the analysis of this development process of participatory urban and rural development strategy, the following points are pointed out as characteristics of the development process; 1) participatory urban and rural development strategy is affected by Buddhist thought, 2) Development assistance agencies' support was essential, 3) institutionalization contributed to the durability of the strategy.

The Machi-zukuri training and support system in Taiwan are being fixed. In 2002, Taiwan Government established "She-qu-ying-cao Center" in eight places of Taiwan whole country to train the resident who become a leader of Machi-zukuri and to support their Machi-zukuri activity. Although there are many residents study meeting and the seminar by the specialists for Machi-zukuri in Japan, It is a problem that it is not connected with practice. Therefore also in Japan, personnel training and activity support of Machi-zukuri are important subjects. In the case of "She-qu-ying-cao Center", this system trough the process of creation and execution of a plan which many residents can share aiming. Therefore it has the structure which makes self-supporting activity of Machi-zukuri in their community.

The main aims of vertical use of street space by roads and buildings in Germany are re-establishing townscape cut by trunk roads and eliminating traffic noise. Compared to the Multi-Level Road System in Japan, the main characteristic of vertical use of street space in Germany is the fact that local authorities respond flexibly to local circumstances in a case-by-case decision based on considerations about urban development comprising the whole area. This is based on a legal system in which the plan decision procedure for public street space, authorizations for or contracts about the special use of public street space and above all a legally binding land-use development plan (Bebauungsplan) which evaluates public and private interests and which can stipulate vertical use of street space for an area play a major role.

The dormitory suburbs consist of detached housing are faced with problems such as aging of population, increase of vacant houses and residential environmental deterioration. The dormitory suburbs will take various problems and characteristics with the time of development, the location and so on. It is important to recognize the existing condition and trend of dormitory suburbs systematically to solve the problems. This paper aims to clarify the problems and characteristics of dormitory suburbs with detached housing in Osaka Prefecture. We analyzed the fundamental investigation for city planning of Osaka Prefecture. The results are follows. The result indicates that the aging of population is preceding more in the suburbs developed earlier.

The purpose of this paper is to clarify the effect of Machidukuri learning for citizens through the questionnaire survey to all over the municipalities from 10,000 people up and interview to characteristic 5 municipalities about the Machidukuri learning seminars for citizens. As a result, there were only 70 seminars in the whole country and small towns didn't hold generally. 30% of these seminars created new groups for Machidukuri. The factors that new groups were created are related to the recruitment method to attend the seminar, support system for Machidukuri activities and communication between students and staff. It is necessary for the municipalities hold the seminars to provide support system for citizen Machidukuri activities.

Minato City enacted Housing Linkage Guideline in 1985 for the first time in Tokyo Prefecture. Later, the Guideline was revised twice in 1991 and 2003. Great accomplishments were made during the period in providing a number of housing units and rent subsidies. The purpose of this study is to clarify the process of policy making in the political scene, using official minutes of Minato City Assembly where numerous debates were made since 1984 until 2003, and to analyze the evaluations and issues raised. It took more than 2 years to enact Housing Linkage Guideline and also to revise it.

Selected Superior Quality Rented Housing (SSQRH) is a kind of public housing for middle income class. To clarify the demand and usefulness of SSQRH in Aichi prefecture, questionnaire responses of SSQRH residents were analyzed based on their characteristics and the process of deciding to move there. This study focused on the differences among SSQRH housing managed by three housing management organizations. Main target of SSQRH was 3-5 persons household but more than 50 % of residents were 2 persons household because many newly married couples moved to SSQRH. 80.2% of residents didn't know SSQRH when they began to look for their house. The local government should make effort to improve the mismatch of family size and the lack of public relations as competent authority.

This paper aims to investigate effective use of height regulation as the provisional district standard. Since it is not easy to designate detailed district plans and standards in Japanese cities, it is useful to make district standard of building height as provisional standard. In this paper, the designation of height regulation with zoning revision in Tokyo in 2004 is studied. In the municipalities that have Master plans make practical use of height regulation, where as those with no plans have difficulties. There are some districts where effective use of height regulation as the provisional district standard. In such districts, Machizukuri activities have been developed already, but they did not have enough agreement of designation of district standard. There is also the district where designation of height regulation became a catalyst of movement of developing district standard.

Many local cities lose population in their central area. Kanazawa City started grant projects for promoting housing activities in the central area as one of housing policies since 2001. It is fairly unique system and necessary to evaluate this project to use more effectively in the future. This study aim is to evaluate this project through questionnaire survey against households. Households, who have received and not received grants for their housing activities, are selected for comparison study. Factors are studied such as household characteristic, building indices, reasons for application of the grant and its satisfaction level using questionnaire data. As a result of this study, it is clarified that the grant system has a certain level effective, especially for housing activities for younger households moving in the central area from outside area. Some proposals are also presented.

KAMAGAKI is a retaining wall using KAMADOGU which is the old ceramic industry tool. This study tries to elucidate KAMAGAKI's history and present situation by filed and literature survey in SETO city. It becomes clear that KANAGAKI is a similar characteristic with a stone wall method of construction, and the materials of KANAGAKI have scarcity value as the traditional and local ceramic industry tool. The background and principles of city's project with KAMAGAKI is discussed.
