    This is a record of the commemorative lecture at the First Meeting of Tohoku Technical Information Research Group. Prior to enter into the main subject, author, who had been the Director of School of Medicine. Tohoku University, mentions how JOIS affected the academic society when it was introduced to Tohoku district in 1978. People in academic society could have the point of view both from producer and receiver of information. After that, circumstances, structure and purposes of Tohoku Intelligent Cosmos Plan which aims at realizing scientific and technological information oriented city are mentioned. Issues needed to develop this Plan, including information issues are described.

    The Science and Technology Agency constructed a PC-based communication network system named 'The Tsukuba Network' as a new medium for promoting the research communication in, and with, the Tsukuba City. For about a year prior to full operation, a pilot system was operated with the cooperation of some monitoring users to gain skill and experience for managing the PC-based communication network. The main service functions of the system are : bulletin board service; electronic mail ; construction of, and access to, the databases involving research information in Tsukuba City ; electronic conference; common use of softwares ; connection to other communication networks ( e.g., university and local network). The host computer is a work station EWS4800 and the network processor is a personal computer PC-9801 . These two computers are connected with LAN.

    Saitamaken Industrial Information System provides onlined database services, which does not rely on computers for the whole operation, but utilizes computers, optical disk files or facsimiles for certain operations as we think fit. It employes the method of providing information for various, outputs, that is, image information is sent from optical disk files to facsimiles, or other information is provided from computers to terminals as well as facsimiles. Locating computers as a core in the system, it enables integrated operations. The system at terminal side was developed separately with functions such as operation by turnkey style, down-loading of statistical information and the newest menu.

    Hokkaido finds itself confronted with certain problems-how to strengthen the constitution of its industrial structure and how to build up wealthy local communities without regional differences. We think that information-orientation is indispensable for this purpose. What we now see materializing is a government policy of establishing information-oriented communities, and information allied businesses promoted by private industrial firms. If, however, these high-tech start-up ventures are carried out without any cooperation with each other, it would be impossible to realize an effective communication network-with each individual venture, for example, probably selecting a different kind of terminal. The Hokkaido government has searched for what information-oriented society should be in Hokkaido along with the private industrial firms, and also to make things ready for an information communication system. That means finding a way to apply this plan to the whole of Hokkaido. The Hokkaido government calls this plan NF212.

    If construction of inhouse information management systems in an advanced information society should be positioned along with the social information management, its base making begins with reviewing current paper filing systems. Since the problems which inhere in inhouse information management systems utilizing OA equipments also inhere in paper filing systems, the first step toward full scale inhouse information management should be to grasp and solve the fundamental problems in current filing systems. This paper describes analysis of fundamental problems in filing systems, making new type of offices and analysis of improvement needs in filing systems, and some points in improving filing systems.
