    This article discusses the major revisions to the Copyright Act made in 2009 and 2012 that can be considered highly significant from the perspectives of library activities and dissemination of academic information. It looks at how and what revisions were made to the Act, focusing on the following five topics: (i) Digitization and utilization of the National Diet Library's documents, (ii) Services for persons with disabilities, (iii) Facilitation of utilization of works on the Internet, (iv) Permission of slight use of works, and (v) Use of works on the Public Records and Archives Management Act.

    The Japanese Government has set its sights on becoming number one in the world in ICT, by the IT strategy organization established in 2000. However, according to the United Nations e-Government Development Index, Japan's ranking has remained low despite its progress in information infrastructure. The reason for this is that the Japanese government did not integrate the code and standardize the data which are needed to use ICT across the whole country. The government passed the national ID bill last year, but the issue of kanji characters, i.e., how to define the Japanese kanji character set, remains unresolved because this issue, especially as it related to kanji characters of names. I think the current proposed solution by Japanese Government will not be successful and cause the different types of troubles. So, I insist that the kanji character issue should be viewed from the perspectives of publicness and human interface, and I propose a solution whereby the government should regulate by law the range of kanji characters used by ICT, rather than increasing the number of kanji character used.

    This article introduces the state of the art of Digital Textbooks. Many countries started experiments to introduce them. Also, discussions for technical specifications have been started in various organizations. On the other hand, there is a major debate to introduce Digital Textbooks or not. It shows a functional limit of electronic device and contents: critical aspect of learning success depends on classroom activities led by teachers. Also, this article shows some options of file formats for Digital Textbooks. Currently, EPUB3 and EDUPUB (EPUB3 extension) is a major candidate of this file format.

    ISO 30300 is the International Standard for Management Systems for Records. The goal of our study group we held this year was to understand and analyze ISO 30300. We examined the difference between ISO 15489 and ISO 30300 -a practical and strategic level-and the way it is described, with a reference to ISO 15489 that has already prevailed as the International Standard for Records Management. ISO 30300, along with principles of MSR, states the importance of the top management taking the initiative in implementing MSR, in order to promote effective and efficient records management, which is becoming increasingly complex. The principle of records management has not thoroughly understood yet in Japan; the official Japanese translation of ISO 30300 has not been published yet. Our study meetings resulted in completion of Japanese translation of ISO 30300. We are hope to become involved in the promotion of ISO 30300 series, including the establishment of Japanese Industrial Standards.

    For the sake of providing evidences that contribute to policy making or strategy planning in AMED (a Japanese version of the NIH) and pharmaceutical companies, we tried to give an overview and future prospects of pharmaceutical industry based on new indicators. Here we show the trends of drug R&D by type of disease, focusing on the indication that each R&D pipeline has. In particular, we analyze drug R&D by International Patent Classifications (IPC) and individual diseases.
