Recently, a highly uncertain business environment has been caused. And within the Japanese manufacturing industry, there is an intensifying need for "strategic management" to deal with this environment. To verify that and to ascertain what typical manufacturing companies, the driving force of private-sector R&D in Japan, are doing or intend to do to ensure that their R&D operations are effective and efficient, we have conducted a questinnaire consisted of 38 items concerning R&D management systems involving executives of 149 Japanese corporations whose annual R&D expenditures were more than approximate 10 billon yen. In this paper, high-lights of the results are shown. Based on those results, I would like to suggest an implication of R&D management systems giving researchers as free a hand as possible so that they can raise wholistic R&D productivity.

In Japan now we are in the biggest recession since after the World War II. In order to get some way out of this recession economic people have paid much attention to the Great Depression in the thirties and New-Deal Policy by President Roosevelt. The New-Deal Policy gave great turning point to the U.S. economic policy history. Then the principle of economic policy change from individualism/unlimited freedom to active intervention policy such as support to citizens' living/regulation. During this period the similar structural change occurred on the U.S. science and technology system. Science and technology promotion system had been enhanced by mainly scientific and private sectors, however on the occasion of this Great Depression the Government had become involved in the promotion instead. Particularly since 1935 the governmental R&D investment had rapidly recovered resulting in mainly R&D research facilities built, and new systems to support R&D such as grant/contract implemented. Those research facilities and R&D supporting systems formed the base of the current U.S. science and technology system.

This Daper reports on the computer education undertaken by Osaka Gas for its employees. Innovation in work procedure and in communication is the aim of Osaka Gas' integrated OA. In order to promote the integrated OA, it is necessary for every employee to increase his or her capability of computer utilization. We have thus set a computerization literacy target for each level of employee qualifications and the education courses are offered to fit each class. Special emphasis is placed on the education of the key persons who are responsible for the promotion of computerization. It is our intention to further the computerization education to the entire company based on the results gained through the education in integrated OA model departments.

When considering database provision by CD-ROM we first like to recognize continuing technical innovation of computer systems, to review the developing process and confirm what electronic processing means. Then we like to see how digital databases in the form of CD-ROM have been provided mainly in the U.S. and in Europe. Anyhow we enter such age that multi-media is indispensable in publishing/information service industry in order to be supported by information users, although information content itself is still important.
