    Research papers in biomedical fields are likely included in various databases which subject coverage is different among them. The author reported in her previous publications that each database has unique subject coverage and is differentiated each other in terms of descriptors indexed in it when she studied indexing of papers on Staphylococcus aureus and antibiotics. In this paper the author analyzed indexing field of papers on Escherichia coli and antibiotics in MEDLINE, EMBASE and BIOSIS which were found to be unique for indexing by descriptors according to her previous study. It results that differences or features in indexing peculiar to each database are almost same regardless kinds of bacteria dealt with in papers as those in the previous study. Analysis by Quantification Theory III particularly shows that each database tends to be characteristic in descriptors indexed to those papers as seen in that in MEDLINE descriptors in categories of “biological science”, “persons” are preferably assigned, descriptors in categories of “chemicals and drugs”, “diseases” is in EMBASE, and descriptors in categories of “organisms” is in BIOSIS.

    In the last two or three decades, digital information technologies have brought a big transformation in libraries. Keeping pace with it technological infrastructure supporting digital information services has been arranged well. With this situation how do libraries make library services to meet users’ information needs? What measures should libraries take to make full use of digital transformation? These are exact issues library leaders are required to deal with. Thus to raise leadership quality is not only a current issue but also a big concern. There are various educational or training programs for new library leaders have emerged in the US. For instance, they are the ACRL/Harvard Leadership Institute, the National Library of Medicine’s Associate Fellowship Program, and the Syracuse Summer Institute on Leadership and Changes in an Information Society. The author introduces those 9 programs. Then the author describes the program offered by Frye Leadership Institute since 1999 mainly for academic librarians or university administrators in terms of curriculum and results obtained from the program in detail. She also describes Mortenson Center International Library Leadership Program which the Japanese librarians are allowed to participate in.

    The development of biotechnology has created the high technology medical treatment such as gene-therapy, cell-therapy and regeneration-medicine. The high technology medical treatment is developed by the biotech-venture-company, which is different from the conventional medical treatment. In the Japanese patent system, the medical treatment is not allowed assigned a patent, but the medical drugs and apparatus are allowed. So the biotech companies desire the medical treatment to be patented. This article explains the actual status of the medical treatment in the patent system, and discusses these problems.

    Author introduces activities and results of one research group on information resources and services which constitutes of voluntary members and has worked for about 2 years. The research group points out the faults of Japanese information policies. Japanese governments and academic institutions have been incompetent on policy-making of intellectual properties and information resources. The lacks of information policy for Japanese industrial and social developments should be supplemented by non-governmental organizations which include non-profit organizations and non-governmental persons. A business model for information and media center to be studied by such non-governmental organization has been proposed. These contents of proposal covers from the types of information services and resources to facilities equipments and financial resources.

    Aggregation service as a way to collect relevant information from multiple sources of information goods and add high value to the goods, has emerged to help individuals and businesses to effectively use the growing amount of information on the Web. Aggregation of information goods will dominate when reductions in marginal costs made possible by low-cost of digital processing and storage of information, while lower transaction and delivery costs tend to make disaggregation. It is discussed the present status and future direction of aggregation service on the Web. A number of aggregation services are classified into major groups of comparison, relationship, intra and inter. The aggregation services of news, ebook, electronic journal and content are explained in detail. It is supposed that aggregation service will expand in a future by developing the technology of digital processing and networking.

    Philippines is unknown IT advanced country in Asia. There are many big electronics companies of Japan and U.S, and it is a production base such as semiconductor, electronic part, mobile in the hardware. On the other hand, subcontract software business such as data processing, call center are popular in the soft side as well, and it is the soft base of Asia to stand in a line with India. These situations come from geographical predominance as Asian logistic hub and people who have height of ability of English. The quality of the IT technician is also very high level in Asia. And IT promotion plan by the government has just started now. It proceeds in such cases as the support of the authorization of IT Park and talented people rearing by company-university connection.
