NACSIS: National Center for Science Information Systems launched an electronic library service, NACSIS-ELS consisting of journals of Japanese academic societies in 1997, and entered the fee based operation in 1999. The historical development of services at NACSIS toward NACSIS-ELS is summarized and the conditions for full text services are analyzed. Then, the current status of NACSIS-ELS is described in the aspects of journal contents, its retrieval system and the charging scheme. A new system of compiling and publishing online journals is also described. In information business, popularization of network access seems to promote direct sales by publishers. However, in scholarly information world, voluntary publication is expected to develop.

Nihon Fukushi University Library is currently in the process of creating a digital library. The library has embarked on a number of changes in support of the digital library such as, building and maintaining an information infrastructure, organizing and arranging content in electronic format, acquiring the technology to link databases to the Web, making improvements to the Web OPAC, and expanding the capability of library staff to deliver information to our patrons. The digital library has entered into the practical phase of its development. It is imperative that patrons regard the digital library as convenient. Towards that end, the library should offer primary source materials to its users more widely. The library is committed to providing its services via the Internet. In concrete terms, it is necessary to integrate library services by using the Web. Tools for information delivery over the Web have been created. In order to respond to the expectations of the library patron in this age of the Internet, it is important that library staff continue to strive to develop the abilities of an information specialist.
