    The authors point out significance of technical research and development in the contemporary situation that has been changing from industrialized society to informationalized society, and discuss problems involved in it and countermeasures against the problems, particularly information strategy. The characteristics of R & D in the age of technological innovation, and factors supporting it are clarified. The requirements and the measures of R & D are briefed from the standpoint of productivity improvement. How important technological information management is, and how technological information should be actually organized are described. In relation to information strategy in R & D ethics of technology, marketability, and some problems of requirements in R & D are mentioned.

    TAKENAKA KOMUTEN Co., Ltd introduced TQC in 1976, and was awarded Deming prize in 1979. Since it was felt through TQC activities that dissemination and active use of information inside the Company were essential, the computer center was reorganized to the information center in 1980, and then five-year project was established to promote information management. As its implementation 4-M strategy was developed. According to the 4-M strategy the development of the information system is described in terms of the technology, clerical work, technical information and OA. The data arrangement and its enforcement, equipments and communication are mentioned. Training which is emphasized the most, and how to promote active use of information are discussed.
