    Library resource sharing with cost effective way makes real not only the better information services for library users but also the raised library operation efficiency and the effective library resource use. In the middle of the nineties some challenges toward a consortium building emerged. In 1998 Scientific and Technology Information (STIC) under the control of National Science Council (NSC) decided that CONCERT was established. Since then STIC has managed and operated the consortium. The core program of CONCERT is to provide overseas digital resources for the nationals covering bibliographical and full-text databases, electronic journals, reference databases, so on. This article introduces licensing model of CONCERT, selection policies and evaluation of resources included in CONCERT, access methods to those databases, the fund and management, so on. It mentions cooperation among the member organizations, development of the management system, training of librarians involved in CONCERT use, strategy for mutual benefits among the member organizations.

    It has been long urged that private firms should improve their operation by use of IT, however, that improvement has rarely seen in their libraries. Regarding improvement of those operation improvements by use of IT we need to expect not only for save-manpower inside the firms but also for re-engineering of the whole existing operation mechanism. The homepages on the Internet send huge amount of and diversity of information to the audiences. This is because that some learned people speak out un-necessity of libraries. With those situations the author expresses his thought on what functions or roles libraries of the 21st century are called for. In detail he discusses this issue on each part, that is, people, information and space; for instance what roles or duties the people are called for.

    This article is the second one dealing with practical introduction of open sources and how it should be deployed. The first article outlined open sources which increasingly become used frequently, advantages of the introduction, and points to be attended in introduction. Besides it covered how to develop various servers. Based on design and develop case of new network/servers in the company the author belongs to the author has already described procedures of develop service servers for the Internet as well as for intranet including communications among plural numbers of nodes. This article, the second one is concerned with introduction and use of packages, and development of a customized system. First the author describes introduction of packages necessary for development of general LAPP system, the environment setup, arrangement of application development environment and the system operating management. Then the author introduces knowledge management system as concrete development application, which is highly paid attention as a management support method.

    In the Agriculture, Forestry and Fisheries Research Information Center, the development of Web search engine which specializes in agriculture, forestry and fishery research information, and the directory system which arranges this information are created in order to enable efficient access to the information resources of the agriculture, forestry and fishery on the Web, which has increased year after year, and so that anyone can access easily to research results sent by the Ministry of Agriculture, Forestry, and Fisheries research organizations. Moreover, the Web archiving system is built, in order to assure long-term access, to raise support for research and to provide valuable data by saving that information on the Web which otherwise likely disappears.

    In order to activate our nation’s economy, the Advanced Intellectual Properties should be put into practical phase. Since national universities become legal entity, we expect those universities to perform more businesslike activities, especially for technology transferring. Japan Science and Technology Agency (JST) has been operating technology transferring to companies obtained from universities since 1961. The primary thing for technology transferring is patent application. But it requires particular know how skills because there exists a big gap between inventions from universities and companies. The author introduces the JST’s patent supporting system and discusses several particular issues about academia inventions.
