    The information and communications field includes three patterns, short-term, medium-term, and long-term technologies, depending on the area. The field is characterized by a shorter time lag between technological realization and social application compared to other fields. The realization of a ubiquitously wired society is assumed, with 2015 marking the approximate time at which society as a whole will welcome the era of knowledge utilization. In addition, over the coming 10 years, the information and communications field is likely to become central to integration and collaboration among the fields, and steady development towards this end is needed. Mathematics and computer science, the basic research disciplines that support areas related to information and communications are weak spots in Japan. Strengthening them is expected to lead to further leaps in technical progress.

    The contribution rules of academic journals reflect their characteristics and the feature of the fields well. Although survey on those rules of the Japanese academic journals in the science and technology field has been conducted before, the contents of them are changing with the increases of electronic journals and electronic contributions in recent years. The purpose of this report is to get current status of the contribution rules, especially about references and copyright. The author collected the contribution rules of 199 journals of 127 academic societies, analyzed the details of the 18 written items such as the length of an article, and compared them with the results of the past survey. This report shows the outlines of contribution rules and the analysis of 11 items. The analysis of other 7 items, and consideration about this survey will be provided in next report.

    The Resource Discovery Network (RDN) is the free gateway to Internet resources for higher education and researches in the United Kingdom. The RDN consists of eight subject based web sites which are maintained by the host universities and partnered institutions. They provide more than 100,000 information resources which are selected by subject specialists in participating institutions and are relevant to learning, teaching and research in their subject areas. The partnered organizations include not only universities but also libraries/museums, counting to more than fifty. The RDN is the product of the Subject Based Internet Gateway Project (SBIG) funded by JISC (The Joint Information System Committee), non-profitable body.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of Taiwan and describes some IT policies such as Green Silicon Island Plan, National Information and Communication Initiative, Challenge 2008 and e-Taiwan Program. Last it describes the indicators to measure IT competitiveness of Taiwan.
