    Present development in digital technique is about to bring a great change in the role and administrative method of libraries. In such circumstances, this paper describes what values can be produced by digital information and what merits can be given to libraries and their users through the introduction of various systems taking advantage of digital technique and through its effective experiments in research works. Also this describes what roles should be carried out by libraries in the society when libraries have changed to a digital library and what future should be for them.

    The Science and Technology Basic Law provides a fundamental framework for our policy on science and technology for the future. This law was proposed by some Diet members and established unanimously by the Diet on November, 1995. This law is expected to serve a special role as the backbone to Japan's science and technology activities. We will promote these activites with the aim of building of a nation based on creative science and technology for the 21st century. This paper explains the history of legislation and fundamental premises of the Basic Law. It also examines the contents of the Basic Law based upon the debate over the Law. Finally, this report will look at the future initiatives for the science and technology basic plan required by the Law.

    This paper describes network technologies used by multimedia application. Multimedia and the Internet are important topics of information science and technology. Multimedia application based on network is more effective than standalone application. The author explains the basic network technologies : local areanetwork, ATM, B-ISDN, telephone network, mobilecommunication, CATV, and satellite communication. He also describes the Internet which is upper layer of network technology. He finally discusses the problems on using multimedia application with those network technologies.

    Infrastructure for advanced multimedia age is now growing on the evolution of network and personal digital assistance (PDA) supported by rapid progress of technologies in the field of LSI, communication and information processing. It is likely that multimedia services will give drastic change to individual life, industries, social system and governmental actions. Through overview of convenience/inconvenience of multimedia services, action plans to accelerate towards multimedia age are described. Although many action plans have been proposed from various organizations, we further need action plans concerning, such as, advanced education system to enhance creativity, development of multimedia database to store/search multimedia information. Also assessment is said to be critical.
