    This is the lecture paper presented for the 15th anniversary of JICST Hokkaido Office setting-up. First the speaker talked over characteristics and current state of industries mainly in Hokkaido, and pointed out that it has lagged behind other areas in industrialization of small and medium enterprises. Then the speaker stated the current condition that since the bubble economy collapsed, they have had no choices other than to switch its industry promotion policies from invitation of major industries into Hokkaido to fostering of local firms or industries. He showed such examples that the local industries themselves have implemented technical development or have deployed their own technology, to give some guideline on what local small and medium enterprises should take in future.

  • Trend in six developed countries

    A statistical survey on the production of scientific papers by seven countries during a period of 1976-1993 was conducted. The survey covered 27 scientific fields in physics, chemistry, engineering and medicine. Outline of survey result was already published. In this paper, the research trend in six developed countries during 1976-1993 was analyzed based on this statistics. Two indices, number of papers published in 1993 and difference between number of papers published during in 1976-1984 and in 1985-1993 (both indices were represented as relative number to 1976) were found to be useful to describe characteristics of the trend in paper production of each country in each field, by multidimensional scaling technique. It was revealed that Japan continued to increase its share in most fields, but the speed of increase was decreased in many fields in latter half of period. It was also shown that the trends of Japan in chemical engineering (CA) and some other fields were different from that in many other fields.

    In our society, document functions as a means to testify and demonstrate the existence of legal and fact relations. To have the document function, statutes and regulations require to create or retain a document and secure the public dependability on it from crimes, when necessary. As the recipient of information from laws, we must understand and identify the significance of the document. Time goes to establish or amend the statutes and regulations, such as on product liability, civil procedure, and government information indication, that accelerate building the document management system. Not only organizations but also individuals must be interested in the significance and management of the document concerning laws.
