    Located on the opposite shore from Haneda Airport, the rapidly developing Tonomachi area is steadily filling up with a wide variety of research institutions related to the integrated fields of nanotechnology, robotics and regulatory sciences. Taking full advantage of the proximity to Haneda Airport, we regularly attract outstanding knowledge and technology from in and out of Japan, and are working positively to create an innovation eco-system that employs regional resources in the most effective ways possible. With a focus on Center of Open Innovation Network for Smart Health (COINS) ― one of the programs of being adopted into COI ― this article introduces the implementation of open innovation via industry/academy/government/medicine/finance collaboration. It moreover describes the summary of our strategies with a viewpoint on 1. Infrastructure / 2. Investment / 3. Human resource development, which are all significant for creating a working innovation eco-system.

    Most modern Japanese people can't read Japanese rare classical books written in kana and kanji characters in cursive style, and felt it more difficult to understand contents of a large quantity of existing them. Therefore we developed a new method OCR for the purpose of the labor saving for a heavy reprint load, and demonstrated that it is possible to make the automatic text data having more than 80% precision under a constant condition as a result of principle validation tests for their books including kana and kanji characters in cursive style. In the new method OCR, character images were extracted with position information and a ideographic variation database was constructed, from which the character codes of the rare classical books for reprinting are identified by the similar kanji retrieval method. In addition, we make an effort to reduce loads to reprint generally by the working process design combined automatic processing with manpower without the full automation. We report the structure of the new method OCR and the present reprint situation using this.

    Use of big data analytics creates opportunities to increase efficiency and improve predictions. However, a large amount of personal data may cause problems in preserving privacy. "Open science", which often refers to an approach to research based on greater access to public research data, may expand problems when the data shared by different research organizations contains personal data. This article states what researchers and engineers should care, on sharing of personal data. We also outline the revision of "Act on the Protection of Personal Information".

    The topic of this paper is data sharing from official statistics, with a focus on the current situation and future outlook for Japan. Several types of official data are released across a variety of formats according to confidentiality and user needs, including statistical tables, original microdata, anonymized microdata, custom-made statistics, on-demand tabulation and open data. In order to promote data sharing of official statistics, further research into data linkage between official microdata, usability of official statistics and maintenance of metadata is needed.
