    Citation data is not only an excellent tool for optimizing journal collection but also powerful tool to find relevant materials that one would not find through traditional control vocabulary searching using descriptors, using subject headings or even free text from the title and the abstract and the full text of journals. In the recent years there are many databases enhanced with cited references being emerged. The author deals with Web of science, Scopus, and Google Scholars among them to evaluate and compare them. As evaluation items he shows size, currency, subject and document type. He discusses weakness in Google Scholar, and strengths in Scopus and Web of Science. Then he discusses software to process such databases enhanced with cited references. The author recognized importance in sorting function and relative cited times, and proposes those to be realized.

    The science and technology activities in China are rapidly growing since 90s. This paper analyzes the production of scientific papers and the factor of increasing papers, and Japan-China relationship in co-authored papers. The growth rate of papers production became the sixth place in the world, the world share of papers increased by more than three times, and the papers production has concentrated on priority universities since the implementation of the top priority policy (211 project). And in internationally co-authored papers, Japan-China relationship rapidly deepens in the high share fields such as chemistries, materials, physics and engineering, while in mathematics in which China exceeds Japan, Japan-China relationship is not strong.

    Over the past decade the development of digital library activities within Asia Pacific has been increasing definitely. The eighth International Conference on Asian Digital Libraries (ICADL2005) which is one of the major conferences on digital library in the world held in December 2005 in Bangkok, Thailand. Digital library research in Asia Pacific is uniquely positioned in the world to help the development of cultural heritage, cross-cultural and cross-lingual digital library research. Through the presentations in the conference and also the publications, the resent trend of digital library research and development in Asia Pacific were discussed from the two aspects of technical and social.

    Due to the successive emergence of corporate scandals also in Japan, following in the steps of Sarbanes-Oxley Act (SOX) in the U.S. Financial Services Agency is going to establish Japanese version of SOX by amending Securities Exchange Law. The object of this new law is to strengthen the mechanism of internal control in companies, but as a matter of fact, it is the legal system to impose the documentation of business performance, status of internal management, decision-making process at the board of directors in companies, and to require Certified Public Accountants to review it at auditing. This paper will describe on how closely the internal control relates to records management, what kind of requirements would be needed for records management for internal control. Besides, it shall explain it as a representative example of my suggestion about the shift from “Records Management for Inside Control” to “Records Management for Accountability”, that is to say, “Paradigm Shift in Records Management”.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of Finland, and describes the IT policy promotion organization, a comprehensive IT policy, “Information Society Policy Programme” and a status of broadband. And next it mentions e-government. Last it describes the TEKES, National Technology Agency of Finland, which is the central organization for R&D in Finland.
