    This paper is a record of lecture at the Meeting on Scientific and Technological Information, which was held as one of the events in Science and Technology Week in 1988. Based on his fruitful experiences for creative technology and R&D, he emphasizes that this is the age of information. Referring to the importance of data and the databases which may be required in the future, he states that it is indispensable for the researchers in Japan to make full use of such databases. Finally, he proposes his ideas how the Japanese information handling organization in Japan including JICST should go on with their activities, referring to the matter on the evaluation which we Japanese fail to consider at this moment.

    Local Authorities Systems DEvelopment Center started the trial operation of LOcal Government information service On-line Network system (LOGON) in April of 1988. Considering the background of LOGON construction this paper introduces the present status of informationalization in municipalities and needs to network systems as well as information centers based on results of various types of research. It also compares database systems with communication by personal computers, both of which are typical communication forms, and investigates necessary functions of LOGON. The actual system functions, services and operation of LOGON and some problems occurred in the trial are discussed.

    Development of electronics has accelerated the automation and labor saving at factories and offices. Home electronics is also expected to be needed more and more in Japan towards the 21st century, as the advanced information society and the elderly society will be accelerated, and women's participation in social affairs will be increased. Resources Council, which is the advisory organ of the Minister of State for Science and Technology, forecast to what extent home electronics will be popularized by the year of 2010. The Council expected to promote home electronics, because resource and energy saving should be accelerated and people should enjoy much more their individual lives at home.

    A mass spectral database, MS-ONLINE, is described which is produced by FIZ Chemie, in Federal Republic of Germany and offered online through the INKADATA system. The data source of this database is WILEY/NBS MASS SPECTRAL DATA BASE and it includes 80,680 spectra. Spectral data can be retrieved from a substance search (by assigning molecular weight, molecular formula or name), a specific peak search, or a similarity search of peak patterns called SISCOM search. Further more, the system has functions supporting the component identification of mixtures and the identification from an isotopic abundance. The algorism of the SISCOM search is explained in detail.

  • Centralization of information activities at the capital Tokyo region and the development of information activities at the local regions

    This paper proposes that, as countermeasure against the centralization of information activities at the capital Tokyo region, the construction of information infrastructure as well as urban spaces adapted for the exchange and transmission of information be needed at the local regions. Development of information activities at the local regions requires urban spaces with high amenity to promote the characteristics of the city and allow for various kinds of human activities to take place. Making it a reality, the urban spaces should allow for (1) the presentation function of information transmission; (2) the cultural invention function related to knowledge production; and (3) construction of a "Mediacity" which is the actor of information exchange and carries out the international exchange function.
