    This paper is a record of lecture given at the 156th Seminar on Technical Information Activities. The author who has emphasized the need of environmental information studies for a long time grasps “environment” and “information” from the social and cultural viewpoints, and seeks what true sciences centered around humans should be based on a keyword “scientific scenary.” By listing differences in technical levels between these two subjects the author makes it clear that both of them suffer from being oriented externally and interprets that technology oriented externally is one of major factors to cause human alienation. He introduces recycle plaza at Suita City, and international environment monitoring system called EARTHWATCH as a trial to make technology oriented internally or socialized, and gives such proposal that we should construct social and informal networking which is necessary for humans to regain technology for them.

    The BRITISH LIBRARY is eager to develop its publication activities covering not only traditional printed volumes of monographs, journals, serials, but also new developments such as microforms, electronic publications (especially CD-ROM).lt is always ready to cope with requests by librarians, information specialists, learned people, business people, students or other people who are concerned with publication culture history, printing and binding history, culture exchange history between the East and the West. Five departments of BL publish 50 items each according to their own editing policy annually for wide use throughout the world. They are likely to be used among considerably large number of library concerned persons. The author introduces its publication activities.

    Being a "professional" means more than merely being an expert in one's chosen field. No occupation—including information and records management—can successfully lay claim to professional status without a clear commitment to issues and concerns that affect the larger society. The key to establishing a field's social relevance lies in development, maintenance, interpretation, and application of a meaningful code of ethics. Only when such a code is valued and acted on by practitioners of information and records management can lay persons and one's fellow managers understand the value system and importance of this growing field.

    Collection development and technical processing of primary information resources in infomation center of private enterprises are described. The kinds and characteristics of primary information resources are outlined One of the basic policy of information management is explained as combining two ways of information service, acquiring the information materials into the organization and seeking information from outside when required by users. Understanding user needs is also very important to information management. The basic arrangement of materials, way of searching materials, and the structure and work flow of technical processing are summarized. As one of the current aims of utiising computer technology, serving information to users is stressed. With respect to the management of in-house documents, three kinds of technologies, organization, and functional components are described.
