This paper presents an outline of the Minpaku Costume Databases (MCD), especially focusing on the production method and problems related to the special classification table and thesaurus for the data process. The constitution of classification is based on the concept of facet classification, in which the two aspects of clothing item and its flow-step are combined. The concept of thesaurus is framed, based on this classification, and a group of synonyms is changed to retrieval code instead of using preferred term. This classification and thesaurus can be applied to the data process only for documents and images. Concerning the costume specimens, their own thesaurus must be applied due to the necessity of another analysis.

In order to support the activities of a research institute, a novel system of research and developments (R&D)has been designed and constructed. This system provides a totally comprehensive support in stages of planning, practice and evaluation in R & D, as well as partly supportive services (technical computation, data analysis and etc.). Consequently the R&D have been enhanced with limited number of research staff and the optimum environment for research staff can be created.

The secondary information publisher who creates his own information product between the primary publisher and the user is affected by copyright issues from the both directions. The main issue from the primary publisher is the use, or his own preparation, of abstracts for his secondary product. Examination of the laws and the court precedents in some countries and the concept of ‘fair use’ in the U. S. copyright law suggests that the use or the preparation of indicative abstracts is not an infringement of copyright. The important problems occurring between the secondary publisher and the user are the copyrightability of the database and its use conditions. The database may be copyrightable because of its originallity in compilation, but what is fair use of data collected from a database is not sure. The unrealistically strict terms and conditions for database usage are going to be out-of-date.

Copyright law is the closest law to us in managing or using information. This law protects character right of an author and the copyright. Understanding a copyright system everyone needs to realize not to infringe authors' right when he/she uses information. On the other hand this law restricts copyright right in behalf of information users, and prescribes the case that users can use written works freely. however, that works are photocopied at enterprises, businesses, corporates, so on is beyond the range of its free use. In order to solve those problems practivally Japan Photocopying Right Center was established. In 1985 databases were recognized as written works for the first time, but there remain various problems to be solved : problems related to how copyright issues of databases should be dealt with.
