    This article was compiled from the main lecture at NetWorld+Interop 94 Tokyo titled “Progress in National Informaiton Infrastructure (NII).” The author described history of NII project, significance of the project, future direction and problems in constructing NIl based on his experiences of enlarging network for research and promoting Internet at National Science Foundation (NSF). He told that NII project has been supported within the government since Bush Administration existed and its objective is to enlarge knowledge as common property, and stressed that we should aim at enlarging knowledge and making open the knowledge in a sense everyone can access to by using open data network as fundamental concept and Internet as the core. He also mentioned various problems we need to overcome such as protection of privacy and intellectual property right.

    This paper was compiled from the main lecture presented at NetWorld+Interop 94 Tokyo titled “Progress in national information infrastructure (NII).” Author described current situation of information and communication in Japan, measures against them undertaken by the Government and future direction based on his experiences of coordinating network construction among government agencies at the Science and Technology Agency. With various discussion emerging rapidly pushed by Clinton and Gore Administration's NII project Japan's scence is approaching the new stage toward NII project and gradually constructing an unified concept of network making beyond individual networking each government agency has done so far. He also pointed out problems we are likely to encounter including governmental regulations, and stressed that we need to promote Internet and NII keeping in mind that they will give great impact on society.

    In this paper we discuss how to create an image database with a good user interface using semantic vectors. The interface realizes content-based associative retrieval without using a thesaurus, and hypertext-like retrieval without linking terms explicitly. Semantic vectors, which represent one-layered semantic networks as fixed-dimensional vectors, are constructed from encyclopedia texts. The database includes about 170 images and each of them are attached by the caption which describes the image in several words. We emphasize the effectiveness of indexing and retrieving images using semantic vectors through some experiments.

    The dictionary CD-ROM, encyclopedia CD-ROM, and database CD-ROM are popularly published with the progress and spread of a personal computer. The bibliographic CD-ROM systems are also published for librarians and researchers. The National Diet Library produces J-BISC, that is the CD-ROM of JAPAN / MARC. The National Center for Science Information System produces NACSIS CD : Serials. When we use several bibliographic CD-ROM systems, we are often bewildered at the unconsistency in the manner of writing question words and transition of each function. In this paper, we investigate J-BISC system and NACSIS CD : Serials system as to question words and transition of each function. We refer to the DTC system as to the transition of each function. We make a proposal of commom CD-ROM system for bibliographic database.

    This paper describes a development process of telecommunication networks in their major fields of computer networks. Telecommunication networks are categorized into three areas, namely, LAN, WAN and VAN. Thier definitions, growth process, curren functions or services available are presented by using graphs. Some institutional differences of VAN services between the USA and Japan and current issues are cleared up. Near future trends of telecommunication networks and seamless network as an integrated form of LAN and WAN are mentioned.
