    Taking a general view of an environmental change in a distribution of information on patents that simplified access to such information is provided because more data comes from sources and programs of software for retrieval are improved, it indeed seems to us that today is brought in the era of which anyone can obtain desirable information on patents. On the other hand, taking into consideration of a peculiar feature of the information on patents that error for retrieval is not permitted, the environmental change further provides difficulty of the access that is caused by a lot of obtainable information, and a variety of media sources. From the points discussed above, it will be understood that people in both of general and expert fields manage the information on patents. However, now, the viewpoint of the distribution of the information on patents will have to be directed to end users. That is, the information necessary for users is not found by users, but a third party selects and customizes the information to be delivered to the users. In this case, if a conception of society is given to a tendency to which"the possession" is shifted to"the utilization", and the specialized features of the area of the information on patents, today might be brought in the era of that a positive expansion of outsourcing to external sources has to be carried out, while a serious view of core competence is taken by companies themselves.

    In Japan, the hospital work has been specialized along with a progress of hospital functions, since 1980's. In order to process at a high speed those data of complicated and varied forms produced by various departments, an active development and introduction of hospital information system with an ordering system has been in progress recently. This paper analyses and evaluates Total Hospital Information System of Kagoshima University (THINK), i.e., whether its development including the process was effective for the reengineering of the hospital or not. Our study of THINK, which systematized practically all aspects of hospital operations, showed that it was possible to use the THINK data for the purpose of developing a hospital data warehouse as a diagnosis support and a sophisticated way of support for hospital administration.

    This is a report on the outline and outcomes of the Workshop mentioned above, which was held by JST in Kuala Lumpur, Malaysia, in June 1999. Participated were S&T information organizations under S&T ministries from 5 countries among ASEAN 10. Speakers introduced policies on S&T, IT, and S&T information of their respective countries as well as outlines and activities of their organizations. The most critical and common issues they were facing, were"insufficient ability to collect information resources" and"a lack of skilled information professionals." In the Discussion Session followed to the presentations, participants expressed strong desires that the Workshop should be held continuously, and that the cooperative program should be setup by the initiative of JST. Thus, the program named Cooperative Program for the Exchange of Experiences, Expertise, Information in S&T in South East Asian Countries (CO-EXIST-SEA), was born. The 1st cooperative program was scheduled to start by providing a training course at an early opportunity with the support of other organizations in Japan including NACSIS.
