    A great expectation has been placed on the contribution of universities and public research institutes to the society by enabling the latter to benefit from their research results. So far the Council for Science and Technology Policy, the Council for Intellectual Property Strategy, various deliberative councils of MEXT (the Ministry of Education, Culture, Sport, Science and Technology) etc. have made specific proposals on how universities and public research institutes should from now on tackle with the task of promoting the protection, management, rearing and making efficient use of intellectual property. Some public research institutes and private universities have already elaborated their patent policy and technology transfer policy, and are promoting the systematic management, rearing and making efficient use of intellectual property resulting from their research activities (including tangible items, technical information and technical know-how). And national universities throughout Japan are confronted with the urgent task of establishing their independent policy and designing and developing an effective system in the face of their approaching transformation into independent administrative corporations scheduled to be enforced in April 2004. In this issue, we analyzed and reviewed the present and future handling of research results, in particular the ownership and management of the research results by universities and public research institutes.

    Material Transfer Agreement (MTA) is an agreement that handles transfer of a material to be subject of further research. Such material consists of tangible matter and intangible matter, such as data. In Japan, especially in academia, MTA has been rarely utilized to date. Due to expansion and activation of technology transfer in Japan, it will be important to use MTA appropriately for every institutes and researcher. In addition, establishing MTA policy that regulates ownership and transfer system, and makes MTA easier is also important.

    The use of information technology (IT) in Thailand is still in the early stages. Besides having a low percentage of Internet users, the main issue lies with the digital divides among regions because of the high cost in utilizing IT and the lack of IT human resources. The Thai government realizes this problem, but the encouragement of IT use has just started. On the other hand, cooperation between universities in Thailand and Japan has been fostered and this will act as an important role in the development of IT human resources in Thailand. This cooperation will possibly develop into joint researches between Japanese companies and local companies or the transfer of technology from Japan to Thailand in the future.

    Patent research is classified into two categories; one is patent information search covering official patent gazettes, and another is to examine patent status of a given patent. The former requires to examine the particular patents among huge volume of patents applied listed in official gazettes exhaustively. The latter requires to examine corresponding patents, citation literature and others on a given patent precisely and in detail. This series brief useful databases for those patent researches in terms of data contents and searching methods. It consists of three parts. This article (No.3) deals with a DB Navigator made by the author, which allows ones to select the optimum patent databases they need to search on the Web, and active use and sharing of patent information in firms.
