    Does a country’s publication of excellent international recognized science and technology (S&T) articles have any relation to its status as a giant in S&T? And how to grow concern about the health of the country’s scientific publications and how to strengthen the dissemination of scientific information? These questions need the attention of the government and science journal editors. Some help in answering some these questions can be gained by comparing some existing data: (1) The exponential growth of scientific publications has paralleled to the development of the science and education for the last two hundred years in the world. (2) World S&T article output increased by almost 40 percent from 1988 to 2001, and has been largely driven by growth in Western Europe, Japan, and several emerging East Asian S&T centers (South Korea, Singapore, Taiwan region, and China). (3) The output of academic articles in China over the past six years grew in parallel to the input of science and technology. Relevant data shows that the Chinese authors’ S&T papers collected by SCI grew at an average rate of 19 per cent each year from 1997 to 2002. The ratio of scientific and technological input to China’s gross domestic product (GDP) in the past six years (1997-2002) increased at an average rate of 0.11 per cent. And over the last 14-year period S&T article output rose almost 5-fold in China but on a per capita output basis of worldwide trends in S&T article output, China remains well below the world average. Through a market survey of Chinese & foreign scientific publications and market demand and in the view of Chinese high ratio of R&D investment to GDP, the authors foresee bright prospects for Chinese scientific and technical periodicals in the future and also offer some suggestions to achieve these accomplishments.

    The Earth Simulator is now in its fourth year of operation. The primary object of the Earth Simulator project is to contribute to research on global environmental change. In September of 2004, three Japanese research groups submitted the results of global warming simulations performed on the Earth Simulator to the IPCC (Intergovernmental Panel on Climate Change). Collaborations with the industrial societies were started. For example, collaborations are underway with the automobile and aircraft industries. In this report, details of the Earth Simulator operation during the past three years are described. The LINPACK benchmark test is worldwide-known as the world ranking of super-computers. However, there are arguments in America that this does not reflect well the performance of actual applications. I will report on collaboration between the Earth Simulator Center and the NERSC group to study this issue by comparing the performances of several US actual application codes.

    ISO15489, which is the world’s first International Standard for records management, was established in September 2001. As the international best practice for records management, this ISO is considered to be the guideline for records management in both of public and private organizations, and has a characteristic based on Accountability. ISO15489 is translated into Japanese and issued as JIS X 0902 this time around. It is expected to be utilized for the execution of “Records Management for Accountability” in “Paradigm Shift in Records Management” which was named by the author, as the direction for utilization of ISO15489 in Japan.

    The Internet and PCs have been spreading in the world since the 1990s. The usage of these technologies has been expanding not only in the business field but also in the ordinary society. One of those business styles is Electronic Commerce. Most of the governments of countries and economies are taking these information technologies into their policies and developing them as their own IT policy. This paper, first, takes a general view of the IT policy progress of Canada and Industry Canada, one of key organizations for the IT policy. And next it describes CANARIE, communications infrastructure organization, IT education systems and electronic commerce based on the networks. And last it mentions the multimedia field in Canada.
