In this report, we present how the telescope fine adjustment after its first light and observatory instrument commissioning have been done. As a result of these activities, open-use observation has been provided to the community. Some scientific results obtained in the test observation period are given. Finally, the future perspective based on the current situation is described.

Recent Status on the Determination of the Avogadro Constant and the Planck Constant

New recommended values of the fundamental physical constants have recently been published by the Task Group on Fundamental Constants established in the Committee on Data for Science and Technology (CODATA) after an interval of 13 years. Technology in experiments and theories in physics developed over the past decade have improved the uncertainties of many of them to about 1/5 to 1/160. The best values found for these constants are indispensable to solidify the validity of the models we rely on in describing the nature. Improvements in the uncertainties of the constants also suggest a possible new definition of the kilogram. In this article the measurement technology of the Avogadro constant and the Planck constant, that determine the relationship between the microscopic and macroscopic quantities, are reviewed, and the possibility for realizing a new definition of the kilogram is discussed.

Many developments in the basic science have occurred in the 20th century. The particle physics, an important trail of contemporary physics towards the understanding of the fundamental structure of the matters in nature and the rules which govern it, has also made impressive progress. Based on the modern knowledges on the particle physics, we are now discussing about ‘birth and evolution of the universe’, ‘what is the vacuum’, ‘origin of the mass’, ‘unification of the forces’.

- collider LEP was build to make a thorough and systematic studies of the fundamental theory and to explore the new energy domain where totally new phenomena may show up. The 12 years of successful running of LEP has ended in autumn 2000. Efforts are continuing to extract as much physics from the data. In this article, a trial is made to review, though may be rather biased, what we have learned from LEP.

Direct Observation of the Superconducting Gap in MgB2 as an Example

In the last two decades, the resolution of photoemission spectroscopy has been dramatically improved nearly 100 times and is approaching 1 meV very recently. Consequently, photoemission spectroscopy can now directly measure fine electronic structures (having an energy scale of a few meV) very close to the Fermi energy, which are responsible for physical properties of solids. In this article, we would like to describe how ultrahigh-resolution photoemission spectroscopy performed at low temperatures is powerful in studying the fine electronic structures, using an example of our recent results on the superconducting gap of the MgB superconductor.

A spinel-type compound CuIr
2S
4 is metallic around room temperature and exhibits a structural transition to an insulating phase at 230 K. We found that the metal-insulator transition is strongly suppressed in Cu
1-
xZn
xIr
2S
4 obtained by replacing Cu by Zn. In addition, superconductivity was observed in the range of 0.25≤x≤0.8 with the maximum transition temperature of 3.4 K for x=0.25. Relationship of the three phases, metal, insulator and superconductor, is described.
