Niigata Prefecture has undertaken a long term all-out development project for economy, society and culture aiming at the level up of income and living standard.Industrial development plays an propulsive role, which is described in this paper.
There are three fundamental policies for this industrial development:progress in heavy ichemical industry is based on Niigata, Nagaoka and Naoetsu so as toadvance the ndustrial structure:consolidation of the facilities for railway and bays and h arbours so as to make adequate arrangement for the industry:and the third is to diminish the difference caused by the industrial scale.
Niigata is very promising because she is near Keihin district, abundant in the natural resources such as natural gas, lime stone, water, etc.moreover there is in great demand locally.Niigata district has been designated as a new industrial city, the main project of which is the establishment of industrial harbour of 14m deep, 80 million m2 of littoral industrial zone and once-through iron and steel manufacture-petroleum combination.

Total energy demand of Japan has attained to about 210 million tons coal equivalent in 1963, of which petroleum energy is possessing a large proportion year by year. This tendency is a natural consequence in view of the rationalization of enterprises, however, it is necessary to make political adjustment for coal consumption.Such problems often appear in foreign countries, these being solved by the country herself.
Tokyo Gas Co.has applied the oil-gas producer and also purchased off-gas, thus resulting in lowering the cost of raw materials for gas production.

Gas-diesel engine which uses natural gas as fuel has many advantages:cheaper in fuel cost, lower in engine wear, easy to handle and also capable of co-using gas with other fuels.Of which the gas of over 8, 000kcal/m3 is the most adequate. The author describes the structure of gas control valve as well as the actual practice of natural gas for the generator and compressor.
