Civil Aviation is one of the fastest growing transport sectors. The projected increase in air transport would result in substantial increase in CO2 emissions. However, the issue of international aviation and climate change was left to work at ICAO (International Civil Aviation Organization) by Kyoto protocol. For this purpose, GIACC (Group on International Aviation and Climate Change) was created by ICAO and it developed Programme of Action in May 2009. The purpose of this paper is to give an overview of developments at ICAO, focusing on the GIACC Programme of Action, and to outline the future steps.
