    I
The primary quality, or the superiority of The Law of Frequency early, advocated. by Prof. Thorndike might be considered as a problem of first importance in the field of animal lerning. It is clear that this Law of Frequency forms a most essential and therefore most important part of his theory; in regard to its being of a primary quality, many doubts have been raised hithertofore, which tendency ever more encouraged by Prof, Kohler's. investigation on apes. How such a problem will find solution hardly fails to stir a most vital interest in us all connected with the study of learning. It was my intention to undergo several experimental observations upon this problem and try to catch facts as clearly as possible.
    II
With this view, I tried three experiments. In the first experiment, I provided a maze-box having two equidistant courses to a. goal, as illustrated in fig. A, and using a chick as subject, I observed what “gstart” of behaviour it would form. In the second experiment, I used a maze box with two courses of unequal distance to the goal, as fig. B shows, and I observed the formation of the behaviour of a chick in it. As the third step, having habituated the behaviour of a chick in a maze-box with one course only, as shown in fig. C, I put it in a maze-box where one course is nearer to the goal than the other, as fig. B shows, and then observed how it would form its behaviour.
    III
To summarize the results of these experiments; in the first experiment, because the behaviour of the chickens were controled by the infiuence of the previous experience, it can be said that the influence of one “gestalt” of behaviour, strengthened by repetition, was responsible to the final formation of their “gestalt” of behaviour. In this point, Prof. Thorndike's Law of Frequency can be said to perform literally the part of primary function in animal learning.
In the second experiment, however, it was observed that the taking of the course nearer to the goal, rather than that which the chick had most frequented, often determined the final formation of the “gestalt” of behaviour. In this instance, it would that the Law of Frequency can perform only a secondary function.
In the third experiment, I obsefrved that the course which was taken absolutely frequently in the first part, was abandoned, and in its stead the behaviour of taking the course nearer to the goal was finally acquired. As the result of this experiment, we must recognize the existence of some other factor which is more influential than the Law of Frequency, in deciding the animal's “gestalt” of behaviour. This other factor is namely the approximation to the object, that is, “Zweckzusammenhang”.
    IV
Thus we can assert that we should oppose to the primarity of the Law of Frequency and recognize, in its stead, the supreme factor of “Zweckzusammenhang” as the primary and fundamental principle of animal learning. This primarity of “Zweckzusammenhang” is neither a supplementary law to the Law of Frequency as Prof. Watson's Law of Recency, nor a supplementary law as Prof. Thorndike's Law of Effect. It is based on the object consciousness of an animal, too naive and indefinite to be called one, and in this, according to my belief can be witnessed the spontaneity of animal behaviour.

Four tomtits were trained to pick up their food from under either one of two white covers of the same size, the form of the one coer being a circle (r=2 cm) and that of the other an ellipse (a=2.41 cm, b=1.66 cm). For two of the tomtits the positive stimulus was the circle and the negative the ellipse, and for the others the positive was the ellipse, the negative ine circle. The covers were placed side by side, separated from each other by a glass screen, right under the perch, so that the birds approached to the cover almost perpendicularly. The birds could get their food under the positive stimulus only, and no special punishment was used excepting the detour they had to make in older to get food when they went to the negative stimulus.
This training was considered to have been completed when the birds selected twenty times or more consecutively the positive stimulus. After the training was completed, the direction of ellipse to the circle, the relative size of the two forms, and finally the forms themselves were changed systematically to a certain degree, and it was asked whether these variations influence the result of the training or not. The answer was negative in general. The change which influenced most was that in the direction of ellipse and the change which influenced least was that of the size. But in each one of them the percentage of selection-of positive stimulus never wen down below 91.25% in average. Accordingly it is clear that there is a certain substitution-zone for these variations in the selective response of the tomtit for form.
In the following series of experiments two birds only among four were used. The stimuli were now removed to a point which was seen by the bird on the perch at an angle of 45° and they were supported by a wooden stand which had also an inclination of 45° to the floor, so that the stimuli were still placed at a r;ght angle to the visual line of the bird. After a training experiment was executed in this condition as before, the stand was removed and the stimuli were laid down on the floor, so that the forms were now seen by the bird at an inclination of 45°. According to the retinal images ot the bird, the circle should now appear as an ellipse. of the approximately same form as the ellipse of the stimuli, and the ellipse as a circle . Then it was observed toward which of the two stimuli the tomtit would approach first in this situation.
The result showed that the number of selection of the positive stimulus surpassed by a small majority that of the negative stimulus. It is obvious from this fact that the selective response for form on the part of the tomtit depends not so much upon the geometrical-optical condition of tha stimuli as upon the form of real objects. In tins sense we can acknowledge the existence of a certain tendency for constancy of form.
However, when the inclination of .stimuli to the visual line of the bird was changed to 30° by bringing down the perch. the perceniage of selective response for the positive stimulus suddenly fell and the tomtit which had been trained to go to the circle now began to go to the ellipse in most of the cases and vice versa. We can know from this fact that the tendency for constancy of form in the tomtit is not very strong.

A circle, accompanied by another concentric circle outside, appears phenomenally larger than that of the same size with no concentric one. When the outer concentric circle (‘conditioning circle’) is enlarged gradually, we have such experience that the inner circle (‘conditioned circle’) diminishes in size, until it appears to be smaller than a circle of the same size without the concentric one. (Naturally, there is a region where both circles, the single and the ‘conditioned’ one seem equal.) Everyone experiences such a phenomenon, but everyone does not experience it equally. There are individual differences among observers. In enlarging the outside circle, or the ‘conditioning circle’ according to the writer , the range of region where the inside circle, or the ‘conditioned circle’, appears larger or smaller than the single circle varies among observers. They coincide in the maximum point in the region in judging the ‘conditioned circle’ larger, while they fail to agree in their judgement of the circle becoming smaller.
We can also experience the phenomenon using other kinds of figures (triangle, square, hexagon etc.).
The phenomenon which occurs in the region of the judgement‘larger’ is remarkable, when the following conditions are fulfilled:
The ‘conditioned figure’ lies inside the ‘conditioning figure’ (This is the most important conditions).
The above-mentioned figures are concentric, of similar figures in similar positions and are drawn on a plane of the homogeneous brightness.
They are thus perceived at once in close connection each other, but they are not figurally connected.
