The Committee for Physical Property Data of the Science and Technology Agency was organized in June 1975, and through frequent meetings various data information systems were surveyed and examined. On August 11, 1978, a report on the "Basic Guidelines for the Organization of Systems for Collecting and Disseminating Physical Property Data" was submitted to the Director of Promotion Bureau of the Agency. The full-text of the report is reproduced here with the assent of the STA. Though numerical data, particularly physical property data, are playing as important role as scientific literature, the organization for collecting and disseminating data lags relatively far behind that for literature information. In this context the report stresses the necessity and a basic national plan for the system comprising data generating institutions, data centers(for collection and evaluation), data banks (for cumulation and dissemination), together with a central co-ordinating agency. The implementation scheme, research and developmenton the management of such a system, and international cooperation is also stated in the report. Finally, a 5-year implementation scheme is outlined. As the data system constitutes an essential part of the National Information System for Science and Technology (NIST), published in 1969. The NIST itself is now under revision to incorporate the above progress, under much advanced conditions of science information services the world over.
