    Recently, insurance companies want to improve claim service process such as to shorten time and reduce cost by replacing a paper-based document interchange process with an electrical one and establishing a new framework for the group work. In a claim service of property insurance, an adjuster investigates actual damages or loss, and writes an estimation report with evidence photographs. A digital camera would be a useful tool for the purpose. However, one can easily alter a digital photograph or replace it with a false one by a computer, and insurance company may have a risk of forgery claims. This paper presents a new method to protect and detect alteration of digital photographs with watermarking technique and device authentication. We developed a prototype automobile insurance claim system, and verified its feasibility in an actual insurance claim service environment.

    For the reasons of increase of efficiency and cost reduction of meetings, many electronic meeting support systems have been developed. This paper describes the results of survey we did to understand the popularity of electronic meeting support systems. In addition, this paper also illustrates the problems that current electronic meeting systems have and what we should have in mind when we research into and develop them.

    Recently, as the personal computers have come to be high performance and large-scaled, multimedia communication such as WWW servicers which includes movie video, still-picture and audio are major in the public network and private network. Then, although the existing terminals were exclusive type and they couldn't connected with other type of terminals. recent terminals are based on the personal computers and can be any type of communication terminals. Therefore the problems of the interoperability have become important. In this paper, we present the items to keep the interoperability of the multimedia communication. The negotiation method to adjust the communication parameters and the analyzing method based on the Rec.F.700 Multimedia reference service model to meet them are also discussed

    This is a proposal of applying image monitoring to plant surveillance. The proposal is based on our experience in development and test of image monitoring system which consists of a portable unit and a server. The portable unit is featured to be settled outdoor and capable of transmitting still image to the server through network. The following report includes a list of necessary features of image monitoring system to monitor plant equipment, several proposals of plant surveillance applications, and specifications of each application.

    In order to strengthen the surveillance of jellyfishes interrupting the intake of cooling water in power stations, we are developing a system that detects an inflow of jellyfish by image recognition using images from video cameras. This paper describes our course in development of the system, a method of jellyfish detection by image recognition, and results of field experiments at thermal stations in TEPCO.

    An automatic detection of strange parts of facilities using image processing is needed for advanced surveillance and inspection, e.g.the application of video retrieval. The image processing for an understanding of the surface status of facilities is important because of difficulty in using other sensors. This report proposes a new extraction method of slight difference of intensity such as blots on the surface of facilities. This extraction method is based on interframe difference and tracking of objects. This method is modeled on human behavior to be certain of existence of object by tracking of a uncertain object in video sequence.

    In this paper, we propose the rate control scheme for low delay MPEG-2 video transcoder which reduce the bitrate of MPEG-2 bitstream in network node. At first, we state the requirement of the rate control for low delay transcoder. Next the rate control scheme for low delay transcoder is proposed. And, we analize the required delay time for the proposed scheme. At last, we evaluate the proposed scheme from the image quality, delay time and GOP-structure independency. As a result, we show the effectiveness of proposed scheme.
