    A simplification method for line drawings is proposed. The proposed method is possible to keep significant features of the object. It is well known that natural shapes, such as shoreline and clouds, have statistical self-similarity. The fractal dimension is one of the characteristics of the object which have self-similarity, so that we have already proposed simplification method using it as index. This method have achieved to simplify the object with remaining features of them by extracting significant points from the object. However, this method cannot distinguish the projected parts from curved parts, which is important in image analysis. Therefore, this paper proposes feature analysis method which can distinguish projected parts from curved parts. It is possible to simplify the object with satisfying wider demand by applying this proposed method.

    This paper proposes a new median filter-based method which can effectively remove impulse noise from highly corrupted images. The proposed method consists of two median filters with different sizes of windows. Moreover, the proposed method iteratively processes the corrupted images and consequently restore them effectively. The experimental results demonstrate that the proposed filter is better than conventional methods. This paper also discusses how to determine a parameter used in the proposed method.

    This paper proposes a method which determines the correspondence of the same objects in two different image. The previous methods which use an elastic contour model cannot determine it without knowledge about the scale of the object. The proposed method enable searching for the object without knowledge about its scale by an improvement of the genotype in a genetic algorithm. This paper also verifies the validity of proposed method by several experiments.

    In the previous works, it is not shown that if there exists the concrete algorithm for deriving the optimum interpolation functions minimizing the supreme measure of the approximation error in |ω|≤π. In this paper, we show that FIR filter banks are classified into separable classes each of which has a fundamental FIR filter bank as its representative(label)and all the filter banks in a class have the solution because the fundamental filter bank has a solution.

    In order to make a multi-media display system on which character images displayed with optimum display conditions for good readability or for less-fatigue and natural images displayed with good picture quality, the following experiments were carried out. The character contrasts were measured for the images of bright characters with dark background and for mixed images of natural picture and character images on the bases of[readability]or[fatigues]. On the criterion of[readability]for character images, the optimum character contrast was 83, and the range of acceptable limit of character contrast was from 45 to 100(max). And on that of[fatigue], the former is 53, and the range of acceptable limit of character contrast was from 30 to 80. The character contrasts measured for the mixed images on the criterion of[readability]and[fatigue]were almost equal to those obtained for character images.

    Mount Usu volcano erupted on March 31, 2000 again after the last eruption in 1978. Based on the prediction of volcanic eruption announced in the emergency volcanic alert No.1 on March 29, 2000, a large number of broadcasting stations carried their equipments into the Usu area and prepared for live broadcasting of the moment of the eruption. In such a case, reliable operation is prior to high-performance and multi-function, so that simple equipments are used frequently because of capability to monitor the working condition without fail. In addition, the equipments should meet the demands as follows: toughness, small size, light weight, low power consumption and easy operation. In this paper, present states and subjects concerning the broadcasting equipments from the operational viewpoint in news gathering fields are described.

    Recently, establishment of real time encoding and transmission techniques of real space 3D information is required in MPEG-4 and so on. In this report, we report a sense method of moving object position as its basic technique. We developed a method of position sense based on four directions video focused on a moving object using the multiple cameras system. By using image processing PCI board, the video images of the moving object are separated to background and foreground, and rectangle coordinates of foreground are calculated rapidly. High accuracy position sense of the moving object is calculated by camera calibration using 3D position sensor and rectangle coordinates of foreground. Besides we report "IPT" virtual reality system using these position data and video images.

    In this paper, we propose a video rate control scheme for MPEG-2 multi-program transport stream(TS)transcoder. At first, we explain its algorithm that considers the composition, rate distortion characteristics, and start-end points of pictures in current transport stream to be transcoded. Next, we show the transcoder with the proposed video control scheme, and explain the process flow. Finally, from simulation experiments, we compare the proposed rate control scheme to the conventional rate control scheme in terms of changes of a ratio between input bits and output bits, coding bits and picture quality.

    In fractal image coding, quantization errors of IFS parameters corrupt reconstructed images seriously. Even if the quantization errors are minimized, high-quality reconstructed images are not necessarily obtained. Hence, in order to obtain them, high-accuracy quantization methods are required. Therefore, we propose a novel method to quantize the IFS parameters accurately using a GA and SA. The proposed method finds the best set of the quantized IFS parameters, and thus it reconstructs images with high-quality.

    Recently, image compression techniques using discrete wavelet transform are hot topics. Moreover, many adaptive coding methods that changes conpression method depending on local property of the image are represented. In medical field, for example, lossless image compression methods are highly required. The case that a whole high resolution image doesn't need at a time, and getting high resolution spot image after looking low resolution image is occured frequently. We are developing image compression method that is lossless, and is able to represent progressively for getting higher resolution spot image later. In this report, as one stage of the development, suitable color space for adaptive coding, and influence of blocking image are reported.

    In this paper, we propose the region segmentation moving picture coding method based on rate-distortion. Conventionally, many researchers have been proposed some region segmentation coding methods, which are generally done as follows: 1.Segment based on the features of each part; 2.Classify segmented regions(and unify); and 3.Encode each segment. However, coding performance is not considered in these methods. So, we studied the region segmentation method based coding in the viewpoint of coding performance, and applied to the hybrid coding method. In the result of computer simulations, the performance of this method has improved considerably compared to that of the verification tool for MPEG-2.

    In this report, we discuss error resilient encryption of JPEG2000 images for transmission channels with bit errors. The simplest method for encrypting JPEG2000 images is to apply block encryption algorithm to image data with regarding them pure bit-stream. With this method, however, a bit error frequently cause large deterioration of an reconstructed image because the method disregard error resilient functions of JPEG2000. Therefore, we propose a encryption method for obtaining better error resilience by considering data organization of JPEG2000 and exploit its error resilience functions. To confirm the effectiveness of the proposed method, we have some simulations.

    In the field sequential color(FSC)driving, it has been known that the eye tracking with the observer recognizes the color break-up. The color break-up has been evident by some evaluations, and it has also been known that the color break-up depends on the moving speed or the display frequency of the primary color light source. But the quantitative evaluation for its allowable color break-up is not enough. In this report, the novel color break-up model is originated, and it is found out that the model can be applied from the results of the subjective experiment. The model contains the observer's eyesight in addition above parameters.

    "Response time with relative precision, " which is defined as the arrival time at the 90% of brightness difference from the starting level to the target level, has been used in comparing the transition time between gray levels of Liquid Crystal Displays, however, this definition is not appropriate for multi-gray-leveI LCDs and inconsistent with the actual perception. We propose "Response time with absolute precision" which is defined as the arrival time at the boundary which divides the brightness between the target level and its adjacent level with taking the gamma characteristic into account. With the new definition, the effect of Overdrive schemes can be clearly shown.
