The distortion minimization oriented bit assignment technology is regarded as one of representative approaches which had been studied in order to improve the MPEG-2 rate control performance. This technology conducts an inclusive bit assignment for each picture while maintaining the picture distortion at a minimum level, and its effectiveness had been confirmed. In this paper, MPEG-2 HDTV encoding was assumed, and the distortion minimization oriented bit assignment technology was introduced as a basic scheme, and additional improvement approaches with full use of that technology wereproposed regarding the adaptive selection for quantization matrices and picture types. From coding experiments, it was confirmed that a high robustness and an additional coding gain could be achieved by the proposed scheme, especially at a low bit-rate encoding.

BS communications was established as a BS digital radio broadcasting station on December 1^<st>, 2000. In BS digital radio broadcasting with low bitrate, they developed Market Board (under a patented application) to realize multi functional data broadcasting, responding to listener's needs. The development makes it possible to operate programming of Market Channel (registered trademark) without lots of staff. This paper is reporting the process of development and the examples of operation on the system.

Even after the start of Digital Terrestrial Television Broadcasting (DTTB), we are required to continue broadcasting analog television. During this simulcast period, an unprecedented amount of TV channels will be used to cover both digital and analog broadcasting. It is predicted that this situation will bring us major difficulties in reception of DTTB due to disturbances caused by SFN and Co-channel interferences. It is currently very difficult to verify and analyze these interferences with the conventional method, so we have carried out a practical experiment in Fukuoka, Japan where the channels are very complex using our new system to detect the reception of DTTB in such a situation.

In mobile reception of digital terrestrial broadcasting, receiving performance is deteriorated because of receiving level fluctuation and inter-carrier interference (ICI) under multipath fading. A space diversity reception which selects or combines the receiving signals of two or more antennae is an effective method to improve receiving performance. This paper describes the effects of diversity reception verified in the laboratory test and in the field trial.

There are some studies to apply stratospheric platforms to telecommunication or broadcasting services. In this paper, outline of digital broadcasting experiments with Pathfinder Plus, which is a solar plane developed in USA, is introduced. UHF signal was transmitted from the plane while it was kept at the height of 20km and reception was done on the ground. Japan's digital terrestrial broadcasting standard ISDB-T was used. The payload equipments worked well in the environment of low temperature and low atmospheric density. Reception was well achieved even while combination of Mode 3 and parameters which require highest CN ratio are used.

The demand for wireless communication terminals such as wireless LAN and Bluetooth are increasing recently. In terms of exterior and facilities for movement, antennas mounted in body have been suggested. In this paper, we focus on planar inverted F type antennas, which are fit to use as small-sized and thin antennas, and investigate the characteristics of the antenna mounted in a laptop computer. As a result of our research, we found that the antenna performances such as voltage standing wave ratio and radiation pattern were changed by shifting the antenna position. What is more, we study the effects on antenna characteristics by the existence of human body with FDTD method and measurements.

CATV operators provide IP based gigabit network between CATV stations with own optical fiber. Now we have developed the digital image exchange system between CATV stations. This system can transmit DVCAM formatted digital image with IPv6 which is next generation internet protocol. We will exchange our original TV programs and digital images. In the test case, we tried real-time relay broadcast of H-IIA roket lauch using this system.

A 1024 QAM modem with high amplitude density and large capacity for cable TV transmission is presented. About 50Mbps, higher spectrum efficiency than conventional digital cable modem, in a single 6MHz channel is achieved. The BER performance of a prototype 1024 QAM modem without Forward Error Correction is 10^<-4> at the CN ratio of 37dB with Gaussian noise. The implementation loss is less than 1dB. The distortion effect induced on a 1024 QAM in the presence of a nonlinear amplifier is also evaluated.
